Description
FY07 SUMMER SEED BUY The Bureau of Land Management (BLM) has seed requirements for the varieties and quantities of seed as advertised herein. This procurement is established as a Request for Proposals, commercial item buy, and unrestricted acquisition. Pertinent terms and conditions for this buy are as follows: 1) The BLM shall evaluate the seed for each item number based on seed certification and lowest PLS price per pound. 2) Awards may be made on higher PLS priced certified seed versus a lower PLS priced non-certified seed. 3) ALL SEED MUST BE TESTED BLM PRIOR TO ACCEPTANCE. 4) Other evaluation factors include past performance. 5) Delivery dates will be stated in the solicitation. 6) THE TOTAL ESTIMATED AMOUNT OF SEED IS 2,816,105 LBS. The Government reserves the right to award on any item offered in any category, or a combination of the categories, per the evaluation criteria specified in Section E, "Basis for Award," if it is in the best interest of the public and the best value for the Government to do so. The quantity estimated above includes only currently approved projects. 7) For each Item No., the BLM will adhere as closely as possible to the estimated quantities listed in the schedule. However, based on on-going fires, emergency needs, and the total offers received, the actual quantity and varieties purchased may vary from the original estimate. 8) OFFERORS ARE ENCOURAGED TO SUBMIT PROPOSALS FOR THE VARIETIES AND QUANTITIES STATED IN THE SOLICITIATION AS WELL AS ANY ADDITIONAL QUANTITIES OR VARIETIES AVAILABLE WHICH MAY BE APPROPRIATE FOR THE BLM'S EMERGENCY STABILIZATION NEEDS. ALL OFFERS WILL BE CONSIDERED. 9) Offers may be submitted for either certified seed or non-certified seed unless otherwise specified and as identified in the schedule. 10) Awarded dollar amount will be based on the bulk price per pound. 11) All seed shall be in 50 lb. bags, unless otherwise specified in the solicitation. 12) Germination for all seed will be determined by tetrazolium tests (TZ). Moisture content of all Sagebrush, Saltbush and Shadscale seed as delivered to the Government shall be less than or equal to 12% by weight. Moisture content of all other seed as delivered to the Government shall be less than or equal to 11% by weight. 13) Seed shall be delivered to the following locations: Boise, ID = BOI, Regional Seed Warehouse (in Boise, ID) = RSW, Twin Falls District, ID = TFD, Challis UT, = CHA, Cedar City, UT = CED, Filmore, UT = FIL, Vale, OR = VALE, Burns, OR = BUR, Battle Mountain, NV = BAM, Elko, NV = ELK, Las Vegas, NV = LVFO, Winnemucca, NV = WINN, Ely, NV = ELY, Taos, NM = TAOS, Craig, CO = CRA, Glenwood Springs, CO = GLEN, Saguache, CO = SAG, Montrose, CO, = MON. LOCATIONS MAY BE ADDED TO THE SOLICITATION AS MORE FIRE PLANS ARE APPROVED. Prices shall be based on delivery to any of these locations (F.O.B. destination). The delivery shall be by no later than 09/24/2007. 14) Award will be made for items that conform to our minimum requirements, including PLS rating.
