Description
The U.S. Army Corps of Engineers, Philadelphia District, intends to initiate a negotiated, best-value Indefinite Delivery Contract (IDC) for Terrestrial and Freshwater Civil Works Activities in the Philadelphia District. The period of performance wi ll be for one (1) year from the date of contract award plus four (4) one-year options in accordance with the terms and conditions of Request for Proposal (RFP) Number W912BU-07-R-0026. Services and investigations covered under this contract may be conducte d on various types of sites including, but not limited to, stream and river floodplains, dredged material disposal areas, beach areas, dams/reservoirs, and wetlands within the Philadelphia District. Some of the labor categories that may be required are: A rchaeologist, Biologist/Ecologist, Botanist, Environmental Scientist, Field Technician, Fisheries Specialist, GIS/CAD Specialist, Landscape Architect, Laboratory Technicians, Limnologist/Freshwater Biologist, Wetland Scientist, Water Resources Scientist a nd other technical and clerical labor categories included in this solicitation. The acquisition will be solicited using the procurement process prescribed in FAR Part 15 of the Federal Acquisition Regulations. Award will be made to the offeror whose prop osal offers the best value to the Government in terms of the factors as stated. Technical factors, when combined, are more important than price. Technical factors are listed in descending order of importance. Award of a contract will not be based solely on a lowest price basis. Offerors shall submit their proposals in two separate parts; a price proposal and a technical proposal. Each technical proposal shall be evaluated on the basis of the following factors: 1) Past Performance and Corporate Experie nce with similar work, 2) Professional Qualifications and Expertise of the firm in the Environmental Field, 3) Management and Organization, and 4) Price. The Government may award a contract on the basis of initial proposals received without discussions; t herefore, each proposal should contain the offerors best terms. Solicitation No. W912BU-07-R-0026 will be available on or about 20 August 2007 with proposals due on 26 September 2007 at 11:15 a.m. ET and must be mailed to USACE, Philadelphia District. S olicitation documents, plans, and specifications will only be available via the Federal Technical Data Solution (FedTeDS) homepage  https://www.fedteds.gov. Interested offerors must register with FedTeDS before accessing the system. FedTeDS registration requires the following information: CCR Marketing Partner Identification Number (MPIN), DUNS Number or Cage Code, Telephone Number, and E-mail Address. Registration Instructions can be found on the FedTeDS website by clicking on the Register With FedTeD S hyperlink. Interested offerors should select the Begin Vendor/Contractor Registration Process option. Offerors who have registered with FedTeDS must access the data for this solicitation by way of the hyperlink established via the FedBizOpps announceme nt. Offerors cannot log into the FedTeDS home page and search for data directly. Offerors are responsible for printing paper copies of the solicitation. Hard copies will not be available. This procurement is 100% Small Business Set-ASide. The NAICS C ode is 541690 with a size standard of $6.5 million. Affirmative action to ensure equal employment opportunity is applicable to the resulting contract. Award will be made as a whole to one offeror. No other notification to firms for this project will be made. All contractors must be registered in the DODs Central Contract Register (CCR) before award as required by DFARS 204.7300.
