Description
The Philadelphia District is issuing the above RFP (Request for Proposal) for the design and construction completion of a Dining Facility (DFAC 2) at LSA Anaconda, Balad, Iraq. Construction of the facility was halted in 2005 at approximately 85 perc ent complete. The construction completion work will entail the preparation/completion of design documents and all labor, materials, and equipment necessary to provide a fully functional dining facility. The Dining Facility shall include all supporting fac ility requirements such as prime power plant, water storage tanks, water and sewage distribution systems, mechanical system, concrete pad, concrete apron, curbs, covered walkways, site drainage, access road pavement, parking, antiterrorism and Force Protec tion measures (t-walls, barriers, and two guard identification access points, HVAC, lighting, DSN communications, and a public address system. The RFP will be posted to the FedTEDs website on/about Aug. 13, 2007. Proposals will be due by 11:00 a.m., Sep. 12, 2007. The period of performance will be 150 calendar days from receipt of notice to proceed. A Bank Letter of Assurance is required to be submitted with the proposal. Alternatively, an offeror may elect to submit a Bid Bond of 20 percent of the propo sal price with their proposal. The successful offeror will be required to submit an Irrevocable Bank Letter of Guarantee in the amount of 20 percent of the award price. Alternatively, Performance and Payment Bonds may be submitted in the amount required by the RFP. The estimated magnitude of this project is between $5.0 and $10.0 million. Detailed drawings, plans, and requirements will be included in the RFP. A site visit is mandatory and may be arranged by contacting MAJ Eric Andrews, LSA Anaconda Area Office, at (540) 665-5012. Site visits must be pre-arranged and will only be conducted during normal duty hours over the period 13 Aug. 2007 through 4 Sep. 2007. Pursuant to DFARS 252.236-7010, preference will be given to award of this action to U.S. fir ms. Any U.S. contractor is required to be registered in the DODs Central Contract Registry before award as required by DFARS 204.7300. Offerors from Qualifying Countries are also encouraged to register at the following web site.
