Description
If solicited and awarded, a resulting contract will be commercial, and firm-fixed price with a start of performance on or after 1 October 2007. The intended period of performance is one base year and an additional three possible option year periods. To qualify as a small business entity all of the team members (if a contractor team approach is desired) must be a small business. One exception is mentor-prot?g?, which does permit large business participation on the team. This announcement is for informa tion and planning purposes on the Contractors behalf only and should not be construed as a commitment by the government for any purpose. This announcement does not constitute a request for proposals and no contract will be awarded from this announcement. No Contractor response is required from this announcement. Requests for solicitation will not receive a response. The Technical Description of this work will not be made available at this time for review. No reimbursement will be made for any costs associa ted with providing information in response to this announcement and any follow-up information requests. No basis for claim against the government shall arise as a result from a response to this announcement or government use of any information provided. Th is announcement does not restrict the government to an ultimate acquisition strategy. The government reserves the right to consider acquisition strategies as deemed appropriate. General. Provide personal financial management counseling and awareness; debt management assistance, conduct initial and follow-up interviews; maintain unit contact; coordinate with other agencies; coordinate, prepare and provide training; conduct follow-u p assessments; establish and maintain client records, gather data on types and numbers of financial services provided by the contractor and complete required reports designated by the Contracting Officer (KO) and the Statement Of Work (SOW). These service s will be performed primarily at Fort Riley, Kansas, although off post sites may be approved by the KO. Counseling. Provide personal financial management counseling, money management classes and develop consumer awareness for military personnel, family members, retirees and Department of the Army (DA) Civilians. Conduct individual personal needs assessments . Provide debt management assistance. Counseling topics may include those listed in paragraphs below. An appointment schedule will be maintained to provide an overall record of daily events and copy provided monthly to the Financial Readiness Program Ma nager (FRPM). Interviews. Conduct initial interviews to obtain information sufficient to develop personal budget and repayment plans. Evaluate Families financial status and educate clients on money management techniques. Based on initial assessment, provide debt man agement assistance, the debt management plan and negotiates with each creditor by phone and in writing. Advise the client of responses from the creditors and their obligations and responsibilities to follow the negotiated plan, follow-up interviews are co nducted as required. Potential clients for counseling will be approved and referred by the Financial Readiness Staff. Contacts. Financial Counselor will primarily have contact with military personnel through the unit chain of command. Contacts may also be with family members, retirees and DA Civilians on a lesser degree. All referrals are approved by the Financial Read iness Staff prior to counseling. Training. Provide individual and group financial counseling and education to Soldiers, active and retired, their family members and Army Civilians in matters pertaining to their personal finances and consumer issues. Typical subjects and areas covered du ring training/counseling sessions include, but are not limited to the following: 1) rights and obligations of consumers; 2) basic money management, budget development, debt management, liquidation of de bt, negotiating with creditors, credit reports, credit use and abuse, consequences of bad credit, consumer protection and fair debt collection protections; 3) types and cost of credit; 4) establishing emergency funds; 5) benefits available through federal and Army agencies to assist low income individuals and emergency assistance; 6) services available from financial institutions (banks and credit unions) checkbook maintenance, ATM services; 7) pay benefits, entitlements, thrift savings plans and employee b enefits; 8) life, auto and health insurance plans, methods to evaluate individual need for coverage; 9) developing saving and investment plans for short and long term needs, types of savings and investing opportunities and methods to evaluate their benefit s and risks 10) retirement (Thrift Savings and 401K Plans); 11) techniques to maximize savings when purchasing appliances, automobiles, housing and other major purchases. Perform research and develop classes, lesson plans, and training aids on financial r esponsibilities that will meet the needs of the clientele. Financial responsibilities include, but are not limited to, development for current and future needs, debt management, checking account management, and banking/credit union services. Coordinate s cheduling of classroom space and provide the Financial Readiness Program Manager public announcements and articles to be published to inform the public about services and classes available. Distribute class evaluations prior to commencement of class sessi on and collect class evaluations and sign-in rosters after class sessions. The Financial Readiness Program Manager will provide the evaluation forms and rosters to be used by the contractor. Completed class evaluations and sign in sheets will be provided to the FRPM monthly. Follow-Up Assessment. Follow-up contact will be conducted as necessary and additional training will be provided upon request and as needed to successfully implement personal financial plan or resolve crisis. Follow-up contacts will continue until the ind ividuals personal financial plan has been successfully completed. Type of contact, date and outcome will be documented in the clients file and on financial services data reports monthly. Client Records. Client records shall contain a minimum of the following: 1) Completed DA 5897 form; 2) who referred the individual; 3) training provided; 4) recommendations made; 5) record of contacts with creditors and service providers; 6) overall summa ry and evaluation of sessions; 7) progress of persons implementation of plan of action; 8) copies of all correspondence generated. Client records will be updated and a summary statement of service will be forwarded to the government representative within one week of contact.
