Description
Sources Sought: The Department of Veterans' Affairs (DVA/VA), James A. Haley Veteran's Hospital located in Tampa, FL, is conducting a market survey to determine the availability of SERVICE-DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB) and/or VETERAN OWNED SMALL BUSINESS (VETSB) firm(s) capable and interested in providing Institutional (Hospital) Construction Services, at the Department of Veterans' Affairs Orlando Medical Center (MC) located at 5201 Raymond Street, Orlando Florida. Independently, and not as an agent of the Government, the Contractor, functioning as the Prime Contractor, shall furnish all parts, tools, labor, equipment, supplies, travel, expertise, supervision, testing, certification, etc., to provide general construction for renovating four (4) rooms. Work includes but is not limited to: Installation of two (2) exhaust fans with HEPA filters, new duct work with new supply grills, new monitoring devices at each room; along with incidental items such as cutting, patching, painting, installation of new roof curb for exhaust fans, temporary construction dust barriers, electronic devices, and control wiring to interface with power exhaust fans. The anticipated performance period is approximately 140 calendar days after issuance of the Notice To Proceed (NTP). The project magnitude is between $100,000 and $250,000. Any resulting procurement would be conducted under authority listed in FAR Part 15, 19 and 36. The applicable NAICS Code is 238220 and the size standard is $13.0 million dollars. Responses to this announcement shall determine if sufficient experience and competition exists in the small business community in order to set this procurement aside solely for Service Disabled Veteran Owned and/or Veteran Owned Small Business concerns. The anticipated release date of the solicitation package is 24 August 2007. IMPORTANT: All qualified, interested and EXPERIENCED SDVOSB/VETSB parties are encouraged to participate, and provide the following information: 1. DUNS number; 2. Copy of State Trade License (Florida preferred); 3. Letter from your Surety outlining Bonding limits, annotating single & aggregate maximums. Ensure Surety is Treasury Department approved (see: http://fms.treas.gov/c570/c570.html); 4. No more than three (3) references that demonstrate firms specific experience as a PRIME contractor in/with the type of work/requirement listed. Include contract number, contracting point of contact (name, company and phone number), and contract value; 5. Statement concerning construction experience in the State of Florida; 6. Statement concerning construction experience with Federal Government entities, particularly with the VA and/or Medical facilities; 7. Statement outlinging HOW your firm will meet the requirements detailed in FAR clause 52.219-27(c) (www.arnet.gov/far). NOTE: THIS IS NOT A REQUEST FOR PROPOSAL/QUOTATION, NOR AN INVITATION FOR BID; THE DVA IS NOT SEEKING PRICING NOR OFFERS OF ANY KIND; THE DVA RESERVES THE RIGHT TO SOLICIT THIS REQUIREMENT AS APPROPRIATE. HOWEVER, IAW FAR 19.1406 THE DVA RESERVES THE RIGHT TO CONDUCT NEGOTIATIONS WITH A SINGLE SDVOSB/VETSB IF ONLY ONE RESPONSIBLE OFFEROR IS DETERMINED. NOTE: SDVOSB JOINT VENTURES MUST BE APPROVED, AND ALL PARTIES MUST BE SMALL BUSINESS.
