Description
This is a notice of intent of the Dayton VAMC Acquisition Group, Dayton, Ohio to negotiate a sole source purchase order with Pandora Data Systems for Pandora SQL system to convert data for Pyxis, Omnicell and Accudose ADM's to SQL databases for VISN 10 (Dayton, Chillicothe, Cleveland, and Cleveland). The Government believes that only one responsible source can provide the services that will satisfy the agency requirements. Other persons may identify their interest and capability to respond to this requirement by 4:00 p.m., July 20 2007. A determination by the Contracting Officer not to compete this proposed action based on responses to this notices is solely within the discretion of the Contracting Officer. All inquiries must be submitted in writing with "SQL Data System" in the subject line; telephone inquiries will not be accepted, nor responses received after the close time/date. DAYTON DEPARTMENT OF VETERANS AFFAIRS Medical Center 4100 West Third Street Dayton OH 45428 JUSTIFICATION AND APPROVAL TO PROCURE USING OTHER THAN FULL AND OPEN COMPETITION Upon the basis of the following justification, the use of other than full and open competition for the proposed contractual action is hereby approved pursuant to the authority of 41 U.S.C. 253(c)(1), and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. JUSTIFICATION 1. Identification of Agency and Contracting Activity. The Dayton Department of Veterans Affairs is purchasing Pandora SQL Software for four locations in VISN 10. 2. Nature/description of action. This action is a purchase order to obtain Pandora SQL databases for Pharmacy Services so that they will have the ability to have automated medication dispensing machines (ADS). 3. Description of Supplies/Services. This software is to enable the Pharmacy Services in Dayton, Cincinnati, Cleveland and Chillicothe to supplement software that are integral parts of Pyxis, Omnicell and Accuedose automated medication dispensing machines Pandora software and SQL database will be installed onto each VA facility computer network and linked to the server that operates the respective Omnicell or Pyxis units. The software will copy data coming into the server into its SQL database, where it is retained. Data consists of medications and amounts removed from the machines, date/time of removal, person removing, patient care area (machine location), patient for whom the medication is removed. 4. Identification of Statutory Authority. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1), FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. 5. Demonstration of Contractor's Unique Qualifications. Pandora SQL system is the only product that can meet the needs for controlled substance monitoring with several different automated dispensing machines (ADM's). The pharmacies currently use Pyxis or Omincell automated dispensing machines (ADM's) to store and record use of medication. Pandora SQL software utilizes the data collected by these machines specifically to detect potential diversion. Neither Pysix nor Omnicell software has the capability to perform such analyses as expediently or well as Pandora. It is the only system that provides such enhanced analysis. Pandora is the only known system on the market that converts data for Pyxis, Omnicell and Accuedose ADMS's to SQL database, and is programmed to utilize long term utilization patterns to detect potential division of controlled substances and/or other medications at risk for division. 6. Federal Business Opportunities - The acquisition was announced in the Federal Business Opportunities and no contractors' responded with their ability to meet the Department of Veterans Affairs needs for this requirement. 7. Determination of Fair and Reasonable Cost. A price analysis was completed and the pricing was deemed fair and reasonable. The analysis took into account similar software and also considered that the company gave the Government a 25% discount from the commercial list price. A further discount was given based on VISN pricing rather than individual location pricing. 8. Description of Market Survey. GSA advantage and the internet were searched for other products that can perform the services needed. The requirement was also posted in fedbizopps requesting contractor to notify the contracting office if they have the capabilities required. Pandora was the only company that was able to meet the government needs. 9. Any Other Supporting Data. N/A 10. Listing of Interested Sources. N/A 11. Actions Taken to Remove Barriers to Competition. Under the present circumstances, there is no action needed regarding this short-term proposed contract. The VA will continue to try to find new sources that can supply the software that is needed for this acquisition. This will be done by posting this intent to award which lets the public know we have a need. Further announcement searching for sources will be done. The marketplace will also be continued to search to find other software that will sufficie and other VAs will be contacted to see if they develop new sources. 12.
