Description
The purpose of this contract is to provide technical assistance to the Government of Algeria (GOA) in preparation for Algeria?s accession to the World Trade Organization (WTO). The contractor hereafter referred to as the Contractor, will respond to the needs of the GOA, in particular to ensure that legislation or regulations are WTO compliant. The GOA will require technical assistance in the following fields (non-exhaustive list: Trade Remedies, Technical Barriers to (TBT), Sanitary and Phytosanitary measures (SPS), Intellectual Property (IP), and Customs. The Contractor will provide technical assistance to the GOA on behalf of the U.S. Department of Commerce (acting through the Commercial Law Development Program (CDLP). Specifically the contractor will: 2.1 Meet with the Economic Section of the U.S. Embassy in Algeria whenever the Contractor is in Algeria, for regular briefings on the embassy?s technical assistance to Algeria for its accession to the WTO. 2.2. Provide specific guidance to GOA Officials to prepare submissions to the WTO as well as answers to the questions asked by the WTO. 2.3 Prepare reports for the use of the GOA on the compliance of specific draft laws and regulations with the WTO?s requirements. 2.4 Assist GOA officials in revising draft Laws, regulations and practices to make them complaint with WTO requirements. 2.5. Draft progress reports and provide updates/information per LDP/Washington office request. In addition to the other duties included in this contract the Contractor shall: 3.1 Meet with the regional Security Officer at the American Embassy in Algeria (RSO) immediately upon arriving in Algeria. 3.2 Strictly abide by the security instructions given by the RSO and, in particular, never leave the premises of his or her hotel in Algeria without security guards provided by the American Embassy in Algeria. 3.3 When in Algeria, Contact the RSO weekly. 3.4 Inform CLDP and RSO prior to leaving the city of Algiers for any reason while on assignment. 3.5 Report to CLDP as soon as possible any time missed from this assignment due to illness. 3.6 Provide information on this work only to individuals or entities approved, in advanced and in writing, by CLDP. 3.7 Submit all final outstanding invoices no later than three weeks after the expiration of the contract. The base period of this contract will be from date of award through July 30, 2008. The total number of days chargeable to the base period of this contract are eighty five days (85) working days. A standard 8-Hour workday applies to this contract. The Government reserves the right to exercise one (1) option period for this contract. This option will provide an extension to the base period from August 1, 2008 through July 31, 2009 to include an additional twenty (20) working days chargeable to the option period line item of the contract. The standard 8-hour workday applies to this option period. Sources Selection Procedures, as identified in FAR PART 12 Acquisition of Commercial Items, shall be utilized in the selection of the offer that is most advantageous to the Government based on the factors contained in the solicitation. The solicitation notice and all amendments will be posted and available for viewing and downloading on the Government Electronic Posting System (FedBizOpps) site www.fedbizopps.gov or www.eps.gov. All responsible sources may submit a response which if timely received, must be considered by the Agency. No paper copies of solicitations or amendments will be issued.
