Description
This is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-07-4389-10 is issued as a request for quotations and incorporated provisions and clauses that are in effect through FAC2005-15, Far 52.219-6, notice of Total small business set-aside is applicable to this acquisition. The NAICS code is 237110, SIC code 1781 . Item DESCRIPTION: Technical Contact: David Bosch, 229-386-3899, email: david.bosch@ars.usda.gov Requesting bids for the drilling of 13 shallow (less than 40', quote for 520 total linear feet) and 4 deep wells (less than 100', quote for 400 total linear feet) in the Jobos Bay region, Salinas and Guayama Municipalities, of Puerto Rico. The shallow wells will be located in close proximity to one another (1 sq. mile) while the 4 deep wells will spaced approximately 1 mile apart along a transect extending northward from Jobos Bay. The approximate location for the network of shallow wells will be 17? 57' N to 17? 59' N and 66? 16 W. Approximate depth to water is 5' to 15' to the south and 30' to 60' to the north. Exact locations of these wells, as well as the deep wells, is dependent upon landowner cooperation and will be determined at a later date. Shallow Wells The 13 shallow wells will be drilled into the surficial aquifer at anticipated depths of 20 to 40'. All wells will be drilled 10' below the average water table elevation. The anticipated drilling materials are alluvial fan-delta deposits. Deep Wells The 4 deeper wells will be drilled through the surficial aquifer, into the deeper regional aquifer with anticipated depths of 100'. All wells will be drilled 10' below the average water table elevation. The actual depth will vary with proximity to the Bay. Where the surficial aquifer is separated from the deeper aquifers, screened intervals will be installed into the deeper aquifer separating flow between the aquifers. Where no aquifer separation exists, wells will be only required to sample from the top of the surficial aquifer. The anticipated drilling materials are primarily the alluvial fan-delta deposits, but some drilling into the sedimentary and volcanic rocks depending upon the location. Well Construction 1. All wells will be constructed with threaded 2.0" Schedule 40 PVC monitoring pipe with threaded caps at the surface and pointed plugs on the bottom. 2. Wells will be constructed with 10' of slotted screen pipe, with a slot size of 0.010". 3. The annulus around the screened interval will be packed with 'Ottawa sand" or equivalent. Above the screen the annulus around the well casing will be filled to approximately 5' below the soil surface with drilling cuttings. A bentonite clay seal will be installed to a minimum depth of 1'. 4. A shallow concrete plug will be installed around the surface of the well that will secure a metal water-box cap that is tamper proof and lockable. 5. All wells will be cut off within 2" of the ground surface. 6. All wells will be developed following drilling. Lithographic Descriptions Stratigraphic geologic samples will be collected at 2' intervals for four of the shallow wells for physical inspection and testing by the SEWRL. General lithographic descriptions of the drilling material will be required for four of the 13 shallow wells and for all of the deeper wells. At the completion of well installation, a written report documenting the lithographic descriptions with depth will be expect for each of the eight wells characterized and an installation sketch will be required. Drilling Quotes, Jobos Bay Project, Puerto Rico. Payment under this contract will be made by electronic funds transfer. Successful offeror MUST accept government purchase card or be set up with USDA vendor express program at the time invoice is submitted. Vendor MUST be in CCR and ORCA before purchase order is issued. The government anticipates award or a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government. The provision at 52.212-2, Evaluation. The contracting officer will make award based on price and price-related factors. . FAR 52.212-4, Contract Terms and Conditions - Commercial items, applies to this acquisition.
