Description
THIS SOURCES SOUGHT IS FOR PLANNING PURPOSES ONLY AND IS NOT A REQUEST FOR PROPOSALS. THE GOVERNMENT WILL NOT AWARD A CONTRACT ON THE BASIS OF THIS NOTICE, OR OTHERWISE PAY FOR INFROMATION SOLICITED BY IT. NAICS Classification Code is 511210. The United States Army is implementing a Military Flight Operations Quality Assurance (MFOQA) program for Army aviation that will: improve training through better planning and flight review techniques; improve the conduct of flight operations through bette r risk management, standardization and procedures; improve safety and accident prevention/investigation capabilities through the use of recorded information that can be used for trending and analysis; and increase readiness while reducing the cost of Army aviation through better maintenance processes and procedures. The system will be applicable to rotary wing, fixed wing and potentially unmanned aerial systems. The PEO, AVN is interested in a low cost integrated or non integrated solution for legacy airc rafte.g., AH-64A, UH-60A/L and CH-47Dthat will provide the following capabilities as a minimum: Required. A/C state in all 6 axes: pitch, roll, yaw, vertical, lateral, fore-aft Capability to program flight envelopment parameters Data format that supports flight replay and analysis for: Training and post flight debriefing Maintenance Mishap investigation Automated exceedance event monitoring synchronized with flight Ability to go directly to an event Data download capability after each flight Desired Audio/voice playback synchronized with flight Ability to integrate installed monitoring, instrument display information into the system The PM Aviation Systems seeks information, comments, suggestions and literature/brochures from developers/providers of this type of COTS applications that would satisfy the above requirement.
