- 1) 1. REQUEST FOR INFORMATION: The Outsourcing and Privatization Section, 96th Contracting Squadron (96CONS/MSCB), Eglin AFB, Florida, is requesting information and conducting market research to determine if there are potential sources interested in performing the types of Civil Engineering services set forth in the Request for information (RFI)below. This RFI is issued for the purpose of conducting preliminary planning to determine the feasibility of conducting an A-76 study. The Government does not intend to award a contract on the basis of this preliminary planning market research or to otherwise pay for the information solicited. This announcement is not a solicitation. 2) This notification is to gather information for a cost comparison study under Office of Management and Budget Circular No. A-76 (Revised), Performance of Commercial Activities, Revised May 29, 2003, as implemented by FAR 52.207-2 in order to determine whether to accomplish the specified work under contract or by government performance. This is a multi-functional Base Operating Services Support cost comparison and will consist of reviewing all personnel, equipment, tools, materials, supervision and other items and services necessary to perform Civil Engineering Service functions for the 96th CEG Range Maintenance Flight at Eglin AFB, FL. The required services are as follows: a) Management b) Customer Service c) Work Classification and Approval d) Direct Scheduled Work e) Planned Work f) Logistics Support g) Automated Data Processing Systems Management h) Design and Construction Management i) Housing Management j) Wastewater Operations k) Infrastructure Support l) Facility Maintenance m) Dormitory Maintenance n) Military Family Housing Maintenance o) Pest/Animal Control 3) The Civil Engineer Services listed above includes approximately 580 facilities, 2000 Military Family Housing units and supporting infrastructure systems located throughout Eglin Air Force Base, encompassing approximately 724 square miles of land ranges. 4) Any resultant solicitation is subject to change depending on varying mission requirements. If the Government elects to issue a solicitation and award a contract, the duration of the contract (with all options) is anticipated to be five years. Firms interested in performing any or all of the services listed above are invited to submit brief written descriptions of their company?s qualifications, experience and capabilities.
