Description
This synopsis is published to the requirement of Federal Acquisition Regulation (FAR) Subpart 5.201. Pursuant to FAR 19.202-2, Locating Small Businesses, the U.S. Department of Labor, Employment and Training Administration (DOL/ETA), is seeking small business concerns to determine to the maximum extent possible if there are any qualified small business concerns to continue the production of its magazine series, InDemand. The period of performance for the contract will be 12 months from the date of execution with two 1-year options at the government?s discretion. The North American Industry Classification System (NAICS) code is 511120 and the size standard is 500 employees. The contractor must demonstrate its ability to provide the layout, writing, design, illustration, photographic, and editorial staff capable of producing a professional magazine on a monthly basis covering the following areas: Biotechnology, Homeland Security, Entrepreneurship, Geospatial technology, Aerospace, Transportation, Financial Services, Hospitality, Retail, and other industries as designated by ETA. The magazine will be between twenty-five (25) and fifty (50) pages in length and include a combination of articles, profiles, resources, activities, and facts. The contractor will be responsible for publishing eight issues of the magazine a year. The contractor must also demonstrate experience in producing content that is secondary school student-friendly. The contractor will be required to work with the Government Printing Office (GPO) and/or a printing vendor designated by GPO to print approximately 1.5 million copies per issue. The contractor will then distribute the magazine issues to every possible secondary school, community college, and One Stop Career Center in the United States, as well as relevant industry associations. ETA will provide mailing lists for One-Stops, community colleges, and industry associations; the contractor must provide a mailing list that encompasses the vast majority of the nation?s secondary schools. The contractor must also produce electronic versions of the magazines using an on-line magazine format as well as provide a PDF version. THIS IS NOT A REQUEST FOR PROPOSALS (RFP) AND IS NOT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITITATION OR ULTIMATELY TO AWARD A CONTRACT ON THE BASIS OFTHIS SOURCES SOUGHT NOTICE. Responses to this sources sought notice will not serve as proposals, bids or offers, which could be accepted by the government to form a binding contract. Submission of any information in responses to this sources sought notice is completely voluntary, and shall not constitute a fee to the government. The main purpose of this sources sought notice is to conduct market research and determine the organizations capable for future competition. The Department of Labor, Employment & Training Administration invites all interested parties to submit a written response to this sources sought notice. Qualified sources interested are invited to submit a Statement of Capability (SOC), not to exceed five (5) pages in length, within fifteen (15) days of this publication. The SOC should clearly demonstrate the interested source?s previous experience in developing, publishing, and distributing a professional magazine at or near the scope defined above. The SOC should also demonstrate the interested source?s previous experience or understanding of the industry areas cited above. No solicitation document exists. Responses to this notice must be in writing. No telephone inquiries will be accepted. Responses must include the SOC and reference the notice number XXXX, and DOL contact, Mr. David Chiu, Contract Specialist, 200 Constitution Avenue, N.W., Room N-4655, Washington, D.C. 20210. No award will be based on any offer or proposal received in response to this notice.
