- Membership in the Learning and Development Roundtable. The U.S. Patent and Trademark Office (USPTO) has a requirement for renewal of membership in the Learning and Development Roundtable, a program of the Corporate Executive Board. The USPTO intends to use the services of the Corporate Executive Board Company, who is the only known responsible source that can meet the USPTO requirements. Justification and Approval of Sole Source is cited in 41 U.S.C.(c)(1) "only one responsible source." The requirement can only be satisfied by one responsible source. No other product or service will satisfy the needs of the agency. The Corporate Executive Board Company is the only known source of this service. interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 5:00 P.M. Local time on 08/13/2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis based upon responses to this notices is solely within the discretion of the government.
