Description
In accordance with OMB Circular A-76, the United States Department of Labor, Mine Safety and Health Administration (MSHA) plans to conduct a Streamlined Competition for its Facilities Maintenance Branch Services located in Beckley, WV. This activity is currently being performed by 5 government employees. The mission of the Facilities Maintenance Branch is to keep the facilities and equipment at the Academy fully operational. Job functions handled by the Maintenance Branch service team include: • Operate and maintain Academy physical structures and surrounding grounds. • Develop and carry out regular preventive and emergency maintenance and repair programs. • Operate and maintain the Academy’s vehicle fleet. • Monitor Academy contracts related to the maintenance and security of the physical structures and surrounding grounds. • Manage the Residence Hall of 175 rooms by reviewing the work and making on-site inspections to ensure compliance with contractual agreements. Monitor contractors’ performance for compliance with the specifications and with Federal, state and local regulations. Devise and develop ways to meet desired results. • Develop, coordinate and monitor the utilization and management of the classrooms, enrollment of all students in all classes, programs, meetings, and oversight of 5 on-site contract services which employ approximately 50 persons. • Develop specifications and cost estimates for equipment and services to meet normal housing requirements; develop policies and procedures related to the use of Academy facilities including the Resident Hall, classrooms, fees and conduct. • Arranges accommodations, social and cultural activities to meet the needs of the many foreign visitors with varying and different cultural backgrounds. The Contracting Officer for this action is Darrell A. Cooper, the Competitive Sourcing Official is Wayne Thomas, and the Agency Tender Official is Jay P Mattos. The projected end date of the competition is April 25, 2005. This announcement is not a solicitation and no proposals are requested at this time. Firms interested in being included on a mailing list, in the event a solicitation is issued, may register with the Contracting Officer via his e-mail address.
