- Plans and specs are available at a cost of $100.00 per set (certified check or money order only payable to the Disbursing Officer ? cash is not accepted) for the canopy enclosure project at the Central Massachusetts Processing & Distribution Center, 192 Main Street, Shrewsbury, Worcester County, Massachusetts from the Northeast Facilities Service Office, 6 Griffin Road North, Windsor, CT 06006-0300. Fee includes the cost of mailing and is non refundable. Telephone requests will not be honored. Work includes, but is not limited to, providing all material, labor, and equipment necessary to complete enclosure of the exterior platform of approximately 20,000 square feet; new finishes; new fire protection system; new HVAC, power, lighting and fire alarm systems; new CCTV cameras. Award of this project will be made to the firm providing the best value (combination of qualifications and cost proposal). The estimated cost of the work is between $1,000,000.00 and $1,400,000.00 with construction completion no later than 300 calendar days after receipt of the Notice to Proceed. There will be a pre-proposal meeting held on site (Main Entrance to the Central MA P&DC, 192 Main Street, Shrewsbury, MA) on Monday, August 13, 2007 beginning at 11:00 a.m. to discuss the specifics of this project. Attendance is not mandatory but is strongly suggested. Technical inquiries are to be addressed to the Project Architect, Ned Taylor of McKinnell, McKinnell and Taylor, Inc. at 781 878-6223 or to the Project Manager, Andrew Stein, at 603 427-6282. This is not a formal invitation for bid; therefore, no bid bond or proposal guarantee is required. All offerors are required to submit a completed Construction Qualification Statement along with a Company Health and Safety Plan which will be part of the evaluation process. Prior to award, the successful contractor will be required to submit a project-specific plan acceptable to the USPS Contracting Officer. In accordance with USPS contracting requirements, the successful contractor will be required to submit a small, minority and woman-owned business subcontracting plan before Notice to Proceed will be issued. Please note that the successful contractor is expected to recruit subcontracting proposals from minority and woman-owned businesses as well as small businesses in order for the plan to be accepted. Since construction time will exceed sixty (60) days, the contractor will be bound by Contractor?s Screening Requirements.
