Description
General Services Administration (GSA), Public Buildings Service (PBS) is currently conducting market research to assist the Office of Organizational Resources (PG), Vendor Acquisition Division (PGCA) with improving how it provides acquisition technical advice and support to the PBS acquisition workforce. Background: The Vendor Acquisition Division (PGCA) is responsible for providing leadership and direction in the development and implementation of PBS' acquisition program, except as related to the leasing program. The Vendor Acquisition Division provides the guidance needed to execute and optimize the use of the FAR and GSAM in PBS acquisitions. It develops and directs business processes and guidance for the implementation of public laws, Executive orders, regulations, and new initiatives in the delivery of goods and services to its customers. The Vendor Acquisition Division leads and utilizes the advice and support of the Regional Procurement Officers in the delivery of goods and services. The Vendor Acquisition Division issues formal supplemental guidance in the appropriate medium such as, desk and customer guides, GSA Orders, procurement information bulletins, good practices and reports. The Vendor Acquisition Division answers subject matter questions and issues informal guidance by electronic messages, calls, and personal contacts. The Vendor Acquisition Division emphasizes streamlining of procedures and removal of barriers. The division serves as the PBS focal point for review, evaluation and comment on Congressional bills, industry proposals, external regulations, and standards that impact the acquisition processes and products. The division serves as the reviewing office for audits pertaining to the PBS acquisition program. The Vendor Acquisition Division manages the PBS Warrant Program for the National Office. The Division directs the development of business process standards and model statements of work. The division provides acquisition advice and assistance to all PBS organizations and other Federal agencies. The division provides advocacy and strategic direction relative to national PBS acquisition issues. The Vendor Acquisition Division provides technical advice and support in assistance to the regions in the execution of complex acquisitions. Statement of Need: PG has a requirement for web-based solutions to improve how we provide acquisition technical advice and support on a national basis to our regional offices and headquarters. Due to limited resources, we are interested in identifying the availability of existing acquisition knowledge management services, providing acquisition technical advice and support from cradle-to-grave. The contractor may be required to provide services to include research and analysis of contracting procedures, strategies, and methodologies in the following areas: - Construction (FAR Part 36) - Architecture-Engineer Services (FAR Part 36 and the Brooks Act) - Information Technology (FAR Part 37) - Contract Administration Services; - Operation and Maintenance Services (to include janitorial services (JWOD/Ability One) - Financial Management Services - Consulting Services The contractor must assist PBS with various consulting services such as developing strategic organizational change, approach to process improvement, budget development, program enhancement, priority identification and clarification, benchmarking and performance measures, etc. The contractor must have extensive knowledge of the Federal Acquisition Regulation (FAR), General Services Acquisition Regulations (GSAR), General Services Administration Acquisition Manual (GSAM) to assist with PBS acquisition processes. Other services may include: - Point of Contact Inquiry and archival of frequently asked questions - Technical advice and support services w/24 Hour Response - Daily acquisition news synopsis - Networking Opportunities - Reference Library - Training Instructions to Respondents: Please provide your response to the RFI by 12:00p, August 10, 2007. Contractors must address the sections below when submitting their response. Please submit your response in the following format: Section I (Company Letterhead): The cover letter must be on letterhead and include: - GSA reference number and title of the project; - An introduction of your company; - Business establishment date and Company's size standard; - Point of Contact including name, title, address, telephone number, fax number and email address - One-hour demonstrations will be allowed August 20 - September 10, 2007. Call Ms. Barbara Bartee, Procurement Analyst to schedule an appointment not later than August 10, 2007. Section II (No more than 2 pages) - Existing available consultant services offered; - Existing federal contracts (if any) awarded (Federal Supply Schedule contract, Government-Wide Acquisition Contracts, (GWACs), etc.) for similar services; - Conceptual Alternatives - Feasibility Assessments - Cost and Schedule Estimates - Identify any web-based capabilities and provide web address. - Identify any teaming arrangements (partnerships, joint-ventures, subcontractors, consultants, etc.) you would recommend to effectively accomplish these services. Section III (No more than 2 pages) Include a Reference List (3-5 references) with the following format and information. ONLY PROVIDE EXPERIENCE RELATING TO THE REQUIREMENTS IN THE RFI: - Project/Contract Title - Company/Agency Name of Reference - Point of Contact - Email Address - Brief Description of Services This Request for Information is in accordance with FAR Part 5. Please note that the Government does not intend to make an award based on this RFI. This notice is NOT a request for competitive proposals. This response is for INFORMATIONAL PURPOSES ONLY.
