- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center Dahlgren Division intends to procure for the Telepresent Rapid Aiming Platform (TRAP) program on a sole source basis the following items: Five (5) Night Vision Cameras from Stanford Photonics, Inc. (1032 Elwel Court, Suite 104; Palo Alto, CA 94303-4309); Four (4) Sensor Laser Aiming Module ? Remote from Insight Technology, Inc. (9 Akira Way, Londonderry, NH 03053-2000); and Five (5) Thermal Cameras from EMX, Inc. (4200 C Dow Road Suite C, Melbourne, FL 32934-9295). Each of these items have been extensively tested for TRAP and will be procured on a noncompetitive basis due to reasons of form, fit and function. Only specific make and model equipment will satisfy the Government?s minimum requirements. The resultant orders will be Firm Fixed Price utilizing Simplified Acquisition Procedures. The Naval Surface Warfare Center, Dahlgren Division, Procurement Division is implementing Electronic Commerce (EC) in the acquisition area, therefore synopsis and resulting solicitation with any applicable amendments will be available on the Worldwide Web at http://www.nswc.navy.mil/SUPPLY/. DoD will no longer award to Contractors not registered in the Central Contractors Registration (CCR) database.
