Description
With this announcement, the U.S. Army Corps of Engineers, New England District issues a pre-solicitation notice for the following project: hydraulic dredging at Westport River & Harbor, Massachusetts. This solicitation is a 100% Small Business Set-A side. The NAICS code for the work described below is 237990 with a size standard of $18,500,000.00. The estimated cost of this work is between $500,000 and $1,000,000. The Westport River & Harbor is located in the Town of Westport, Massachusetts, on the sh ore of Buzzards Bay, bordering Rhode Island. The harbor is a coastal estuary with an inlet opening south into Buzzards Bay between a barrier beach to the east and head land to the west. The harbor has general depths of 8 to 15 feet below mean lower low w ater (mllw), while the entrance has a controlling depth of about 6 feet below mllw. The proposed project consists of dredging an entrance channel, 9 feet mlw by 150 to 200 feet wide, through the inlet to Westport Harbor (from RN12 to GC-23). The channel would connect deep water in Buzzards Bay with deep water in the harbor, a distance of about 9,700 feet, of which only three areas, totaling about 4,550 feet of channel require dredging. Disposal site is a 2,400-foot long section of Horseneck Beach located between 1,600 and 4,000 feet east of the inlet. The required approach is to place about 19,500 cubic yards of clean sand onto the Town-owned portion of Horseneck Beach, and working the material on the beach to establish appropriate beach profiles. A one-f oot allowable over depth and side slopes of one on three are included in the channel design and quantities. Sediment Characteristics: The results of grain size analysis indicated that the proposed dredged material is composed of approximately 99% sand. The sandy material is dominated by fine and medium grained sands. Sea State Conditions: from October through January, northerly winds result in calm waters inside marker RN-8. Strong southerly winds may produce 5 foot swells. Outgoing tide may produce currents up to 4 knots. Storm events may result in swells greater than 5 feet. The environmental dredging window for this project permits work from October 1, 2007 through January 31, 2008. The solicitation shall be made available via Internet on or a bout August 14, 2007. To download the solicitation, prospective contractors shall register with and download the solicitation from www.fedteds.gov. Registration instructions are available at this website. Amendments, if any, will be available at this Inter net site. Neither telephonic, mailed, nor faxed requests for solicitation documents will be accepted. All responsible Small Business concerns may submit a bid, which will be considered by the New England District.
