Description
Expected Period of Performance: 12-month Base plus 4 12-month options, starting on or about 1 Apr 08. Questions will be accepted via email only. No phone calls, please. Thanks you Non-personal service - develop and maintain Ground and Airborne Cryptologic Linguist, Cryptologic Analysis, Electronic Signals, and System Security Interactive Multimedia Instruction at Goodfellow AFB, Texas. Below is a partial statement of work, subject to change: 1. Introduction: The contractor shall develop and maintain the Ground and Airborne Cryptologic Linguist; Cryptologic Analysis; Electronic Signals; and Systems Security interactive media instruction courseware. These courses will be developed in accordance with the AETC Instructional Systems Design (ISD) process, to be taught in accordance with appropriate AETC policies, instructions, directives, and guidance. 2. Scope of Work: Contractor shall develop, maintain, and revise the Ground and Airborne Cryptologic Linguist; Cryptologic Analysis; Electronic Signals; and Systems Security interactive multi-media instruction courseware at Goodfellow AFB in accordance with applicable Air Force Instructions (AFIs), Air Education & Training Instructions (AETCIs), local supplements, and guidance from authorized government personnel. Interactive Multimedia Instruction (IMI), course control documents, and lesson plans produced by the contractor shall effectively deliver instruction at the level commensurate with established Course Training Standard (CTS) and/or Specialty Training Standard (STS) task performance, task knowledge, and subject knowledge levels, or when requested by the pertinent training squadron representative (through the COR/ACOR), to a level higher (or lower) than that prescribed by established CTS/STS task performance, task knowledge, and subject knowledge levels. Compliance will be measured through Government established, directed, and executed training validation processes. The courses will be developed to a minimum of level-two interactivity as per the current MIL-HDBK-29612-3. Contractor shall comply with current IMI applications and approved templates, as identified by AETCI 36-2209. Contractor shall provide training to contracted developers of the current software applications and approved templates, as required. Level 2 Interactivity: Limited participation. The student makes simple responses to instructional cues. Level 3 Interactivity: Complex participation. The student makes a variety of responses using varied techniques in response to instructional cues. Level 4 Interactivity: Real-time participation. The student is directly involved in a life-like set of complex cues and responses. 4. Technical Tasks: Task 1?Course Development The contractor shall (according to specific tasking) provide course development to the 17 TRG for the Cryptologic Linguist, Cryptologic Analysis, Electronic Signals; and Electronic Systems Security courses IAW applicable AFIs, AETCIs, local supplements, and guidance from authorized government personnel. All applications, utilities, and templates shall be in a format that is compliant with currently installed authoring and delivery systems, existing computer operating systems, and/or existing ADP applications used to support training delivery and management. Task 2 --- Course Maintenance The contractor shall (according to specific tasking) provide course maintenance support to the 17 TRG for the course(s) in accordance with (IAW) applicable AFIs, AETCIs, local supplements, and guidance from authorized government personnel. All applications, utilities, and templates shall be in a format that is compliant with currently installed authoring and delivery systems, existing computer operating systems, and/or existing ADP applications used to support training delivery and management. Task 3 --- Course Revision The contractor shall (according to specific tasking ) provide course revision support to the 17 TRG for the course(s) IAW applicable TPTs, U&TWs, CTAGs, AFIs, AETCIs, local supplements, and guidance from authorized government personnel. All applications, utilities, and templates shall be in a format that is compliant with currently installed authoring and delivery systems, existing computer operating systems, and/or existing ADP applications used to support training delivery and management. 5. Course Control Documents. The contractor may be required to produce and/or update course control documents, including a plan of instruction (POI) part 2 (LP), tests, progress checks, appraisals, and exercises to support the conduct of Ground and Airborne Cryptologic Linguist; Cryptologic Analysis; Electronic Signals; and Electronic Systems Security courses produced under Technical Subtasks 1, 2, and 3. The course control documents shall be delivered to the COR/ACOR as draft and final iterations for training squadron representative review and approval. All course control documents shall conform to the requirements of AFIs, AETCIs, local supplements, and guidance from authorized government personnel. 6. Security. The highest level of security classification of this project is Top Secret (TS), Sensitive Compartmented Information (SCI). The contractor shall comply with the security provisions outlined in the Contract Security Specification (DD Form 254, Appendix D). In addition, contractor employees may be exposed to information covered under the Privacy Act of 1974, and if so, contractor employees shall comply with all applicable safeguarding and handling requirements associated with Privacy Act of 1974 data. 7. Security Clearance Requirements. All contractor employees designated to perform the work shall possess current TS clearances with access to SCI cleared through AFCAF and be prepared to begin work on the start date of the project. The contractor shall identify those personnel, by name, to the COR/ACOR prior to the contract start date to permit timely nomination for TS/SCI indoctrination. To preclude unnecessary delays in beginning the work described in this PWS, all contractor employees nominated and accepted but not currently indoctrinated for TS/SCI access will be indoctrinated and provided the requisite security identification credentials by the Special Security Office servicing the 17 TRG immediately on the contract start date. 8. Section 508 Compliance: This contract is part of national security systems and is exempt from Section 508 compliance in accordance with section (a)(5) of Section 508. Section 508(a) 5 states: EXEMPTION FOR NATIONAL SECURITY SYSTEMS. --This section shall not apply to national security systems, as that term is defined in section 5142 of the Clinger-Cohen Act of 1996 (40 U.S.C. 1452), which states ?National security system'' means any telecommunications or information system operated by the United States Government, the function, operation, or use of which - (1) involves intelligence activities; (2) involves cryptologic activities related to national security; (3) involves command and control of military forces; (4) involves equipment that is an integral part of a weapon or weapons system; or (5) subject to subsection (b) of this section, is critical to the direct fulfillment of military or intelligence missions.
