- This is Amendment No. 1 to announcement No. VA-248-07-RP-0163. Please read carefully. The James A. Haley Veterans Hospital, Tampa, Florida, anticipates award of a firm-fixed-price contract to provide A/E Design Services for Project 675-08-700 to Construct a 30,000 SF two (2) story Primary Care Addition (PCA) with covered walkway at the VA Brevard County Outpatient Clinic (OPC) located in Viera/Melbourne Florida. Services shall include, but are not limited to preparation of design development drawings, construction documents, project specifications, cost estimating, code certification, schedule of submittals and construction period services. Interested firms shall have the capability of engaging all additional disciplines as necessary to provide a complete proposal. Cost range to construct is between $6 million and $7 million. Performance period shall be 300 calendar days after Notice to Proceed (NTP). NAICS code for this procurement is 541310, size standard is $4.5 million. Due to the need for multiple site visits and coordination on design reviews, this procurement is restricted to firms located in the State of Florida. Firms will be evaluated based on: professional qualifications necessary for satisfactory performance of required services; specialized experience and technical competence in the type of work required; capacity to perform the work in the required time; past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedule; location in the general geographical area of the project; knowledge of local conditions and codes; firm's knowledge and experience designing systems/projects for medical facilities specifically for the VA and of similar type & scope; acceptability under other appropriate evaluation criteria. Firms will be screened by the evaluation board, scored, and ranked according to score. The three most qualified firms will be invited to interview with the selection board, and will again be numerically scored. The firm with the highest score will be selected and asked to negotiate a fair and reasonable price. Interested parties shall ensure current State Licensing, shall have current registration within the Central Contractor Registration (CCR) system (www.ccr.gov) and the VETS 100 program (http://vets100.cudenver.edu/vets100.asp); ensure current annual Representations and Certifications are filed online at http://orca.bpn.gov.
