- The Hefner VAMC, Salisbury, NC is seeking the services of an Architect-Engineer firm to complete design of project to Replace HVAC Systems, Phase VI. This is not a request for proposal. This proposal is unrestricted; both small and large firms within a 150 mile radius of Salisbury (Rowan County) North Carolina may submit. Firms submitting SF 330s shall provide two copies to the attention of Jolette Morrison by 3PM on August 14, 2007. The selected firm shall provide all necessary labor, material, equipment and architectural and engineering services as required to prepare complete contract drawings, specifications, technical reports, and cost estimates through construction of the project. Design shall be in accordance with all applicable requirements of the VA construction standards, space criteria, NFPA, NEC, OSHA and local, state and federal regulations. Reviews at 25%, 75%, 99% and 100% are required. All construction documents are to be provided electronically in the current version of AutoCad and MS Word. NAICS code 541310 is applicable to this procurement. Faxed copies of SF 330 are not acceptable. The SF 330 form may be downloaded at www.gsa.gov/forms. Government-wide Number Note 24 is applicable. The following additional scope is added via this Modification. Services will be required to provide design services to replace, upgrade and enhance the heating, ventilation and air conditioning systems in the Medical Center buildings. Work includes but is not limited to assessment and design for replacement and enhancement of aged existing chiller water systems, pumps, piping, steam heating, air handlers and fans that service that patient care buildings at this facility. This is modification #2 and is issued to include the eleven (11) source selection criteria. Interested firms should address each of the 11 items in the SF 330s submitted. Selection criteria will be based on (1) team proposed for this project, background of the personnel, project manager, other key personnel, consultants (2) Proposed management plan, team organization, design phase, construction phase (43) previous experience of the proposed team, project experience (4) location and facilities of working offices, prime firm, consultants' (5) proposed design approach for this project, proposed design philosophy, anticipated problems and potential solutions (6) project control, techniques planned to control the schedule and costs, personnel responsible for schedule and cost control (7) estimating effectiveness, ten most recently bid projects (8) sustainable design, team design philosophy and method of implementing (9) miscellaneous experience and capabilities, interior design, CADD and other computer applications, value engineering and life cycle cost analyses, environmental & historic preservation considerations, energy conservation and new energy resources, CPM & fast track construction (10) awards, awards received for design excellence (11) insurance and litigation, type and amount of liability insurance carried, litigation involvement over the last 65 years and it's outcome. The date for receipt of SF 330s remains the same.
