- In accordance with the Office of Management and Budget (OMB) Circular A-76 (Revised May 29, 2003), this notice constitutes the Department of Housing and Urban Development's (HUD's) formal announcement of a streamlined competition involving the Office of Administration's Employee Service Center. This function is currently performed by HUD staff in the Chicago Regional Office, using approximately 22 full time equivalents. In addition, incumbent service providers support this function. They are Lifecare Management Partners, the Department of Commerce, and the Department of Treasury - Internal Revenue Service. A Most Efficient Organization will be developed to determine the cost of agency performance. Please note that this is not a request for proposals. The Competitive Sourcing Official (CSO) is John W. Cox, Chief Financial Officer. The Agency Tender Official is Zakiyyah A. Day. The Contracting Officer is Timothy G. Smith. In accordance with the provisions of the circular, the performance decision will be made no later than 135 days after publication of this announcement.
