- In accordance with OMB Circular A-76 (Revised May 29, 2003) the National Institutes of Health (NIH) is pubicly announcing the start of a Streamline Competition for Information Technology System Development and Programming Services. The competitive Sourcing Official (CSO)is Mr. Joe Ellis. The Contracting Officer (CO) is Mr. Larry Manning. The projected date of the competition is December 13, 2007. The functions at the NIH include: Project Support, Analyzing System requirements as they apply to programming services, Programming, Software Build/Integration, Program Testing, Programming Services support for Application Development and for Application Maintenance and Quality Assurance Oversight.
