- The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA), Division of Extramural Research Activities (DERA), intends to issue a modification to the existing purchase order number 263-MJ-610980, with Christopher J. Yeung, 5708 Chapman Mill Dr #310, Rockville, MD. 20852, to continue to perform Electromagnetic Field and Heat Transfer Simulations for Metallic Device Heating in the MRI using customized Peko and Matlab code. Through non-competitive procedures Dr. Yeung, was issued, a purchase order to provide services for The Medical Imaging Group within the Laboratory of Cardiac Energetics. The purpose of the modification is to continue of services to perform the Electromagnetic Field and Heat Transfer Simulations for Metallic Device Heating in the MRI using customized Peko and Matlab code services through August 2008. The Contractor is required to performed the following services: Characterized the problem of RF heating when using metallic surgical instruments in the MRI. 1) Perform electromagnetic field simulations and heat transfer simulations using customized FEKO and MATLAB code. 2) Perform RF heating safety experiments on devices in the MRI scanner using customized tissue phantoms and temperature recording instruments. 3) Publish findings in peer-reviewed journals. 4) Make recommendations on the safe use of metallic devices in MRI-guided interventions. The sole source determination is based upon the knowledge, skills and expertise of Dr. Christopher J. Yeung who is currently working with NHLBI, conducting the services for The Medical Imaging Group within the Laboratory of Cardiac Energetics, to continue to aim and perform image-guided surgeries/interventions in the MRI. These interventions typically require the use of metallic devices such as guidewires and catheters that are known to cause significant and potentially unsafe heating when used in the MRI. Therefore, an award to any other source would affect the Institute?s anticipated outcome based upon Dr. Christopher J. Yeung, experience, and would not provide cost savings to the Government. The North American Industry Classification System (NAICS) Code is 541990 and the Size Standard is $6.0M. This is a small business set-aside requirement. This acquisition is being conducted under simplified acquisition procedures, and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PB(HL)-2007-179-DDC may be submitted to the National Heart, Lung and Blood Institute, Consolidated Operations Acquisition Center, Procurement Branch, 6701 Rockledge Drive, Suite 6042, Bethesda, Maryland 20892-7902, Attention Deborah Coulter.
