Description
Statement of Work for Intellectual Property Resource Guide Development, Marketing and Distribution The United States Patent and Trademark Office is seeking a contractor to assist the agency in the creation, development, and distribution of an intellectual property resource guide for elementary, middle school and high school students. To that end, we are seeking a contractor shall write a curriculum guide and provide lesson plans on patents, trademarks and copyrights, and creative problem solving exercises, a section on intellectual property theft, and other types of IP protection (trade secrets, etc.) Each section of the guide will give an overview of the type of intellectual property, examples of the intellectual property, and provide lesson plans for teachers to use to teach the material in a classroom setting. The resource guide shall be in alignment with the educational standards of the ?No Child Left Behind? Act. In addition, the contractor shall develop and implement the marketing and distribution plan for the resource guide that assures its acceptance by school districts throughout the country. This could include paper guides, a website to download material, and other methods of distribution that may be beneficial. The period of performance will be from award of the purchase order through September 30, 2008. During curriculum development, the contractor will submit the following reports to the Director, Office of Public Affairs: a. Work completed during the reporting period. b. Work schedule for the next reporting period. c. Identification of any problems or delays and recommendations as to their resolution. d. Identification of outstanding issues requiring USPTO attention. After the distribution of curriculum to schools, the contractor shall provide the USPTO with a yearly report on: a. Number of schools teaching the curriculum b. Location of schools teaching the curriculum (if possible) c. Number of students or estimated number of students using the curriculum Meetings between the Contractor and the USPTO will be held on an ?as-required? basis during the period of performance of the Contract. Unless otherwise mutually agreed, the meetings will be held at the U. S. Patent and Trademark Office, Madison Building -West, 600 Dulany Street, Alexandria VA, 22314. The COTR and/or CO may also hold meetings at the Contractor?s facility, when determined appropriate. Quotation Submission Requirements A. Pricing The contractor shall provide firm fixed prices for the following line items: ? 0001 Intellectual Property Resource Guide Development ? 0002 Marketing and Distribution Plan Development and Implementation The price for the following line items will be included in the firm fixed prices for items 0001 and 0002: ? Reports ? Teacher Training/Professional Development ? Travel We have allocated $ 400,000 for the development of the guide, for its marketing and distribution, and for travel and teacher training. If you believe the work cannot be accomplished for $400,000, tell us how we must modify the statement of work to remain within $ 400,000. B. Capability Information The contractor shall furnish the following information: 1. Experience: A narrative description of experience in providing guides and in distributing and marketing guides similar to those described in the statement of work. 2 pages maximum. 2. Past Performance: Provide points of contact outside your company who can assess the quality of the work you describe under Experience. 1 page maximum. 3. Project Plan: ? A description of the project manager?s education and experience. 1 page maximum. ? An identification of the key events and their timing for performing this contract. 1 page maximum. ? A description of the method proposed for promoting placement of the resource guide in schools across the country. 2 pages maximum. ? A description of the measures to be used in assessing to assess the success of the marketing and distribution effort. 2 pages maximum. ? A description of the teacher training program identifying how many teachers, their location, and the types and length of training. 1 page maximum. ? An identification of all travel and per diem required by either contractor or USPTO personnel in the performance of the statement of work. 1 page maximum. Evaluation Factors The evaluation factors are Past Performance, Experience, Capability and Price. Source Selection This source selection is being conducted in accordance with FAR 13.5 except that, after reviewing and evaluating the contractor submissions, pursuant to our Patents and Trademark Acquisition Guidelines (PTAG), we reserve the right to negotiate only with the best qualified contractor. If necessary, we will negotiate with the best qualified contractor to adjust the statement of work to remain within the $ 400,000 budget. Unpriced Options The purchase order we issue may include unpriced options to extend the work into future fiscal years. Due Date for Submission of Quotes Quotes should be submitted electronically to Mr. Chris Harris at Chris.Harris@USPTO.GOV by 12:00PM on August 13, 2007.
