Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southeast Fisheries Science Center (SEFSC) located in Saint Petersburg, FL, intends to establish a fixed price purchase order to estimate reef fish by catch on bottom longline vessels in the Gulf of Mexico via electronic monitoring system, to be utilized by the SESFC on a sole source basis from Marine Resources Assessment Group (MRAG) Americas Inc., St. Petersburg, FL based on the following: 1) MRAG and AMR are the only known vendors who have performed the proposed work. There are no other known groups of entities qualified to conduct the work; 2) MRAG and AMR have conducted numerous electronic monitoring studies through subcontracts with Archipelago Marine Research, Inc. (AMR) to evaluate the use of electronic monitoring systems in commercial fisheries; 3) MRAG and AMR have been involved in using video technology to monitor the longline fishery of halibut in the North Pacific; 4) MRAG and AMR have been involved in a number of Canadian fisheries, particularly the sablefish trap and longline fishery; 5) Electronic monitoring technology has also been provided for the British Columbia commercial Dungeness crab fishery, and is now a standard part of their monitoring program; 6) A 2002 pilot project with British Columbia waters comparing with electronic monitoring system with conventional at-sea indicates electronic monitoring may be appropriate to replace or complement at-sea observer program; 7) MRAG and AMR have been successful with testing and implementing electronic monitoring systems in many parts of the world; 8) The main species targeted by bottom longline in the Gulf of Mexico is red grouper. As red grouper is monitored with a quota, there is a good chance the quota will be met before the end of the year. Should the quota be met and funds are not in place, establishment of the project and collection of data could not occur until January 2008. The objective of this requirement is to estimate reef fish by catch on bottom longline vessels in the Gulf of Mexico via electronic monitoring system. The Contractor will provide 6-8 video monitoring systems on various vessels during a 1-2 month period. The details of the system will potentially consist of: 1) Operating system and data storage consisting of a lockable, tamper-proof box contains the operating system, data storage components, and power supplies for the video camera and peripheral vessel sensors. The two primary components in the control box are the video computer and data logging computer; 2) User interface consisting of a small monitor and keyboard provide basic system status information and allow user input; 3) GPS receiver; 4) Winch sensor; 5) Hydraulic pressure transducer; and 6) Cameras (2 to 5). The exact specification of the system may be modified depending on nuances of data to be collected. The contractor will set up systems on specific vessels and download data upon completion of a fishing trip. The system will record species caught, number of hooks, location, depth, date, time, and disposition of released organisms. The contractor will analyze electronic video monitoring data and provide SEFSC and SERO personnel with results. SEFSC and SERO will compare data collected by the electronic monitoring system and NMFS observers and prepare a final report. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive responses. However, all responses received within fifteen days after date of publication of this synopsis will be considered by the Government. Submissions received in response to this notice shall be evaluated based on the following criteria: 1) Demonstration of ability to deploy 6-8 systems on various vessels over a 1-2 month period as described herein; 2) Demonstration of ability to conduct outreach to the fishing industry as described herein; 3) Demonstration of ability to perform data analysis and evaluate feasibility of using video monitoring in the Gulf of Mexico longline fleet; 4) Demonstration of ability to present findings via various methods (i.e., reports, presentations, etc.); The applicable NAICS code is 541712.
