Description
Sources Sought. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) intends to acquire Scientific and Engineering Expertise for the development and application of the 3D process-based multi-stressor ecosystem model, for the Great Lakes Environmental Research Laboratory (GLERL) in Ann Arbor, Michigan. This is a fixed price acquisition for a base period of 12 months, and four, 12 month option periods. Services include but are not limited to: 1) Upgrading the existing SAGEM model to include an updated zooplankton sub-model and a sediment diagenesis and nutrient flux model; 2) Work with hydrodynamic modelers and the upper food web modelers to couple the upgraded nutrient lower food web with the upper food web model producing a fully coupled nutrient-food web trophic transfer model for Saginaw Bay; 3) Link the model to the fine-scale hydrodynamic model for the system and run at the same scale. The conceptual linked Saginaw Bay Hydrodynamic-ecosystem model will be used in cooperation with the rest of the research team to help design the project field research and data collection program; 4) Work with all other scientists on the project on development of planning workshops, presentations at scientific meetings, production of outreach material and publication of reports and peer-reviewed scientific papers. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235(c) (1), Only One Responsible Source. The only known source is Limno-Tech, Inc., Ann Arbor, MI. Limno-Tech, Inc., has unique experience with eughrophication modeling, unique qualifications, experience and availability that are required at GLERL throughout the project. Limno-Tech has engineering/ecosystem modeling expertise that is currently not available at GLERL or in nearby universities. The company?s modeling of engineering food webs and contaminant cycling is unique. They have developed a working model for Saginaw Bay (the target area for the project) that will be further integrated with other modeling being done by Ann Arbor scientific and this will require day to day interaction. The Government knows of no other company with these qualifications and experience. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit offers based on receipt of affirmative responses to this notice or issue a contract to Limno-Tech, Inc., whichever is determined to be more advantageous to the Government, without further notice. Only firms that can provide the exact services described herein and can show evidence of the qualifications and experience to provide the services, will be considered.
