- The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) has a requirement for certain modifications to the IMS-1500C radiotheodolite to increase the effectiveness of the system. Most, if not all, of the modifications are expected to be software modifications. The IMS-1500C radiotheodolite is deployed at 10 upper air sites in the Caribbean; additionally, there is an IMS-1500C radiotheodolite used for testing purposes at the NWS Sterling, Virginia test facility. The modifications shall be delivered and installed at all 11 sites within 140 days after contract award. NOAA intends to negotiate this requirement on a sole source basis with International Met Systems (InterMet), located in Grand Rapids, Michigan. InterMet is the sole manufacturer of the IMS-1500C, and is the designer and developer of the software used in the IMS-1500C radiotheodolite. InterMet is the only known source having both the technical know-how and the proprietary information required to perform the necessary modifications to the IMS-1500C radiotheodolite. Although NOAA expects that only InterMet can perform the required work, all responsible sources may submit a proposal which shall be considered by the agency. Solicitation DG133W-07-RP-0178 will be issued on or about August 14, 2007 and will close on or about September 13, 2007. See Notes 22 and 26.
