Description
NASA Langley Research Center (LaRC) is seeking to increase opportunities for collaboration with other government agencies, industry, academia, non-profit organizations, and Federally Funded Research and Development Centers (FFRDC) that leverage LaRC's core competencies in Atmospheric Sciences, Laser/Lidar remote sensing, and passive remote sensing. This teaming opportunity solicits potential partners for the collaborative development of proposal(s) to the Innovative Partnerships Program (IPP). Information on this NASA Call for Proposals is available at the NASA Acquisition Internet Service (http://prod.nais.nasa.gov) and Federal Business Opportunities (http://www.fedbizopps.gov) Web Sites under the Title FY2007 IPP SEED FUND CALL ANNOUNCEMENT posted on May 10, 2007. NASA LaRC is specifically seeking Partner(s) to participate with NASA LaRC scientists and engineers to develop and execute a proposal(s) for the following technical area: Novel Platforms that can take instruments to new vantage points. Of particular interest are technologies that enable long-duration observations from suborbital vantage points. Teaming offers will be reviewed, evaluated, and selected at LaRC. LaRC anticipates selecting partners with whom LaRC would then immediately work directly and individually to finalize proposals. During the proposal development phase, more specific roles and cost estimates for the selected partners will be developed. For any LaRC proposal that is selected by NASA Headquarters, LaRC intends to award contract(s) or other agreements with each selected partner. It is expected that the partner(s) selected would provide (at no cost to NASA) conceptual designs, technical data, proposal input, project schedules and cost estimates. Potential partner(s) must demonstrate capabilities and experience in the technical area proposed. Partner(s) must work collaboratively with NASA. Partner selection(s) will be made by LaRC based on the following criteria in the following order of importance: (1) Relevant Experience and Past Performance: This criterion evaluates the offeror?s relevant science experience and past performance in similar activities and mission science teams. Provide a description of relevant experience including a summary of significant achievements and key publications. Each offeror shall specifically discuss the relevance of their experience in reference to the technical areas described above. Substantive evidence (points of contact and telephone numbers) of successful participation in similar research/developments should be included. (2) Technical Capability and Personnel: This criterion evaluates the offeror?s technical capability to perform the research/development, and the availability of personnel to perform the duties. The offeror shall describe the technical capability, availability and adequacy of key personnel for the proposal and the mission. (3) Cost sharing: The Call for Proposals requires non-NASA partner(s) to provide cost-sharing at a level equal to or greater than the IPP Seed Fund dollars provided to the project. This criterion evaluates the offeror's extent and type of cost sharing proposed and their commitment to do so. (4) Cost and schedule control: This criterion evaluates the offeror?s ability to control both cost and schedule. The offeror should provide evidence of successfully controlling cost and schedule for similar development programs and provide evidence of management processes in this area. (5) Facilities: This criterion evaluates the offeror?s facilities (development, testing, and analyses) to conduct the development or demonstration proposed. The offeror should discuss facility availability, access, and the ability to meet the proposed objectives. NASA will not reimburse organizations for the cost of submitting information in response to this synopsis. NASA will not pay for technical assessment or proposal preparation costs incurred by team members. It is expected that the teaming organizations will participate actively in the proposal development process and that selection of the proposal for implementation would result in contracts, other agreements or grants for the selected partner(s). This teaming opportunity does not represent a guarantee to selection of award of any contract, agreement or grant nor is it to be construed as a commitment by NASA to pay for the information solicited. It is expected that partner(s) selected would provide (at no cost to NASA), consultation, technical data, proposal inputs, schedule and cost estimates consistent with the proposal development guidelines as described in the relevant AO. RESPONSE INSTRUCTIONS: Responses to this partnering synopsis shall be limited to seven (5) pages in not less than 12-point font. Responses shall address each of the aforementioned evaluation criteria. All responses shall be submitted to LaRC electronically via e-mail in Microsoft Office applications (Word, Excel, and.or Power Point) or Adobe Acrobat Portable Data Format (PDF) format, by 5 p.m. EST on August 3, 2007 to: Fenton W.
