Description
The Naval Air Systems Command (NAVAIR) is announcing its intent to conduct a full and open competition for a multi-stage supersonic target development program. A draft Request for Proposal (RFP) is available at this website: http://www.navair.navy.mil/doing_business/open_solicitations/solicitation_view_action.cfm?Sol_No=N00019-07-R-0089 Interested parties can view/download the draft RFP N00019-07-R-0089 including its attachments: draft Statement of Objectives (SOO), CDRLS and DD 254. Access to the MSST Performance Specification is being controlled and will require special access. Potential Contractors must have a Common Access Card (CAC) or a PKI Certificate to access the PMA-208 e-room where the MSST Performance Specification can be viewed/downloaded. Contact information to obtain the PMA-208 e-room link or to obtain clearance in the event a party does not have a CAC or PKI Certificate are provided below. It is anticipated that the final RFP is planned for release in October 2007. The United States Navy (USN) has an emergent requirement for a cost effective aerial target system to simulate a multi-stage anti-ship cruise missile threat. The target vehicle will be required to exhibit a subsonic cruise stage, followed by a supersonic sprint stage. This target system will be used to support test and evaluation of ship platforms and associated self-defense systems currently being modified or in development. In general terms, the vehicle should be capable of programmable navigation, including terminal weaves, have a range greater than 100 nautical miles, have a subsonic cruising range of greater than 90 nautical miles at 50ft Mean Sea Level (MSL), and attain a minimum sprint speed of 2.2 mach at 16ft MSL. The USN anticipates the target program will enter System Development and Demonstration (SDD) in FY-08. The Naval Air Systems Command (NAVAIR) will host an Industry Day for the Multi-Stage Supersonic Target Development Program on 31 July 2007. NAVAIR intends to issue a competitive solicitation for a multi-stage supersonic target development program, and the Request for Proposal (RFP) is planned for release in first quarter FY-08. This Industry Day will provide an opportunity for Navy leadership to brief the planned program to industry, and to review highlights of a draft specification and draft statement of objectives. The Industry Day will be conducted at the Wyle Laboratories Conference Center, Exploration III, 22300 Exploration Drive, Lexington Park, MD 20653. Attendees should plan to arrive between 0730 and 0800. Industry Day will begin at 0800 and briefings will continue through 1100. A question and answer session will be conducted after the briefings. One-on-one meetings for potential prime bidders will be scheduled for 1 and 2 August 2007. The one-on-one sessions will also be conducted at the Wyle Conference Center. Attendance at Industry Day is limited to a maximum of 5 individuals per organization. To register for Industry Day and one-on-one sessions email Pam Barber-Mills at pamela.barber.ctr@navy.mil. Responses shall include business name, address, attendee?s full name, and a point of contact phone number. Registration by telephone will not be accepted. Clearances are not required and all discussions will be unclassified. The deadline for submitting registration requests is 27 July 2007. The Navy will NOT assume liability for costs incurred by an offeror for travel expenses, presentations, marketing efforts or data offered for examination. It is anticipated that the final RFP will be released in mid October 2007. Once the final RFP is released, it is anticpated that the proposals will be due within 45 calendar days. Contract award is anticipated in the second quarter Fiscal Year (FY) 2008.
