Description
The Philadelphia District is issuing the above RFP (Request for Proposal) for the design and construction completion of eight maintenance buildings. Construction of the buildings by KBR was halted in June 2005 and are, each, in various stages of com pletion. This acquisition also includes several options for the completion of additional site and utilities work. The RFP will be posted to the FedTEDs website on/about Aug. 8, 2007. Proposals will be due by 11:00 a.m., Sep. 10, 2007. The period of perf ormance will be 240 calendar days from receipt of notice to proceed. A Bank Letter of Assurance is required to be submitted with the proposal. Alternatively, an offeror may elect to submit a Bid Bond of 20 percent of the proposal price with their proposal . The successful offeror will be required to submit an Irrevocable Bank Letter of Guarantee in the amount of 20 percent of the award price. Alternatively, Performance and Payment Bonds may be submitted in the amount required by the RFP. The following it ems are base items: DS1, Wash Rack; DS3, Allied Trade Facility; DS4, Fuel and electrical maintenance facility; DS5, Battery Storage Facility; DS6, Cylinder Storage Facility; DS7, POL Storage Facility; DS8, Line Haul Operations Materials Building, and DS9, Civilian Line Haul Maintenance Facility. For each of the base items, the successful contractor will be required to complete all architectural, electrical HVAC, plumbing, civil and structural work, other general conditions, and replace/repair any missing or damaged GFP/GFM. Option items are: DS Maintenance East Side Power Plant, DS Maintenance East Side Potable Water System; DS Maintenance East Side Wastewater System; DS Maintenance West Side Power Plant; DS Maintenance West Site Potable Water System; DS Maintenance West Side Wastewater System, and Concrete Paving. The estimated magnitude of this project is between $5.0 and $10.0 million. A site visit is mandatory and may be arranged by contacting MAJ Eric Andrews, LSA Anaconda Area Office, at (540) 665-5012. Site visits must be pre-arranged and will only be conducted during normal duty hours over the period 6 Aug. 2007 through 17 Aug. 2007. Pursuant to DFARS 252.236-7010, preference will be given to award of this action to U.S. firms. Any U.S. contractor is required to be registered in the DODs Central Contract Registry before award as required by DFARS 204.7300. Offerors fr om Qualifying Countries are also encouraged to register at the following web site.
