Description
This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared under the authority of FAR 13.5, Test Program fo r Certain Commercial Items and in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W91CRB-07-T-0163 and is issued as a Request for Quotation (RFQ). This announceme nt constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18. The N AICS Code is 335929, small business size 1,000. The U.S. Army Research, Development and Engineering Command Acquisition Center, Aberdeen Proving Ground, MD 21005 has a requirement to obtain cable, for the government of Israel. This is a Foreign Military Sales (FMS) requirement Case IS-B-KTU, Purchase Request USASAC 7204-X123. A firm fixed price type award is anticipated. The following National Stock Number with specified Quantities (qty) are required: 6145-00-542-2773 qty 221,000 foot; note this quanti ty will need to be packaged and marked by quantities of 29,500 foot, 22,000 foot, 70,000 foot, 99,500 foot. Delivery terms are FOB Origin. Required delivery is 31 August 2007. Offerors must provide a delivery schedule with their proposal. The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. The provision at 52.212-2, Evaluation of Offerors-Commercial, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical capability of the items offered to meet the G overnments requirement, delivery schedule and price. Award will be made to the offeror that provides the best value to the Government. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, must be pr ovided with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Additional clauses cited in this clause are applicable: 52.222-21 Prohibition of Segregated Facilities, 52.222-26 Equal Opportunity; 52.222-35, Equal Opportunity For Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirma tive Action For Workers with Disabilities, 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era, 52.225-13 Restriction on Certain Foreign Purchases, 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration . A completed copy of the provision DFARS 252.212-7000, Offeror Representation and Certifications-Commercial Items, must be provided with its offer. The provision DFARS 252.212-7001 Contract Terms and Conditions Required To Implement Statutes or Executiv e Orders to Defense Acquisition of Commercial Items, applies to this acquisition.
