- PRE-SOLICIATION NOTICE FORCONSTRUCTION OF PRE-PLACED CRYPTS, CREMAIN SECTIONS, UPGRADE IRRIGATION SYSTEM AND PROVIDE MINOR REPAIRS TO EXISTING FACILITIES AT THE FORT MITCHELL NATIONAL CEMTERY LOCATED IN RUSSELL COUNTY IN SEALE, ALABAMA. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786A-07-IB-0050 for the following: Contractor shall provide all professional services, labor, materials, tools and equipment to construct 3,000 pre-placed crypts and 904 cremain sections; upgrade irrigation systems with new water wells, 100,000 gallon water tank, and pump houses; repair storm drainage systems; remove three underground storage tanks and install aboveground storage fuel tank; and provide minor repairs to existing facilities. COST MAGNITUDE: The magnitude of this project is between $5,000,000 and $10,000,000. Project is subject to the availability of funds. CONTRACT DURATION: Performance period is approximately 270calendar days from date of receipt of Notice To Proceed. NAICS CODE: 237990 METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-RICE CONSTRUCTION CONTRACT UNDER VETERAN OWNED SMALL BUSINESS SET ASIDE. Award will be made on a competitive basis to a responsible concern responding to this solicitation. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Invitation for Bid (IFB) details and specifications may be accessed via FedBizOpps at http://www.fedbizopps.gov. The solicitation material and drawings (hard copy) are to be requested via electronic mail Ms. Lenora Stephens, Contracting Officer under the title heading "San Joaquin Valley (Crypts) - [Indicate "Drawing Only" or "Solicitation Only" or "Solicitation and Drawings]" to lenora.stephens@va.gov. AFTER THE SOLICIATION NOTICE HAS BEEN POSTED IN FEDBIZOPPS AND A CASHIER'S CHECK OR MONEY ORDER IN THE AMOUNT OF $45 MADE OUT TO THE "DEPARTMENT OF VETERANS AFFAIRS" HAS BEEN RECEIVED. A COPY OF WHAT YOU REQUESTED WILL BE SHIPPED TO YOU VIA FEDERAL EXPRESS. PLEASE DO NOT PROVIDE POST OFFICE BOXES. No telephone requests will be accepted. The solicitation and drawings will not be released any sooner than the day the solicitation is posted. BID GUARANTEE: A bid guarantee is required in an amount not less than 20 percent of the bid price but shall not exceed $3,000,000. Failure to furnish the required bid guarantee in the proper form and amount, by the time set for opening of bids, will require rejection of the bid in all cases except those listed in FAR 28.101-4, and may be cause for rejection even then.
