Description
The General Services Administration (GSA), Office of Governmentwide Policy (OGP) intends to issue a sole source purchase order to Eagle Eye, 10560 Main Street, PH-18 Fairfax, VA 22030-7182 to acquire web-site software and license, technical support, documentation of Configuration Management, technical advice and analyzed data sets of the Federal acquisition and grants funding activities, for the period of FY2000 through FY2007 and updates in FY2008 including the web display software to allow searching and filtering on many data fields which establishes the existing relationships between organizations receiving Federal financial assistance (referred to as FFATA Data), to allow free public, easily accessible searching and filtering on many data fields similar to the www.fedspending.org web site, as it currently exists. The launch of the Government Web site for search of contracts and grants is scheduled for August 2007. The Federal Funding Accountability and Transparency Act (FFATA) of 2006 directs the Office of Management and Budget (OMB) to lead the development of a single searchable website, accessible by the public free of charge including, for each Federal award, the following information: ? the name of the entity receiving the award; ? the amount of the award; ? information on the award including transaction type, funding agency, etc; ? the primary location of the performance, including the city, state, congressional district, and country; ? the location of the entity receiving the award; and ? a unique identifier of the entity receiving the award. Once acquired, the improved Federal acquisition and grants data sets, along with the search and display software, will assist the Government in meeting the initial requirements of the FFATA. The public will be able to enter queries against the FFATA data, handle subsequent database processing, to include database access; query; processing; and data aggregation, and support presentation of the search results in an intuitive, user friendly fashion. The requirement is for an already developed website with improved data sets of Federal acquisitions and grants activities similar to www.fedspending.org web site in order to meet the key milestones within the time frame required. Eagle Eye is the only known source with the ability to provide software with analyzed pre-populated Federal acquisition and grants agency data with existing documentation, for FY?s 2000-2006 and available FY 2007 data ? due within three (3) days after award and with technical support to the government to install and configure the initial version of the web site software to become operational within three (3) weeks after award of the contract. The final FY2007and FY2008 updates will follow. While this notice of intent is not a request for competitive quotes, interested parties may submit information that shall be considered by GSA.
