- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Communications-Electronics Life Cycle Management Command (C-E LCMC), Fort Monmouth, has a requirement for a Family Advocacy Program Specialist to provide services and support as set forth in the Statement of Work (SOW). Hours are 24 hours per week, le ss 10 U.S. holidays and 10 personal days. Total annual hours will be 1152. Services will be provided for Solidiers and families who work or reside in the Ft. Monmouth community and vicinity. The Base period of performance is anticipated to be 27 August 2007 through 26 August 2008, and will include three (3) subsequent one-year Options. The applicable NAICS code is 541990 with a size standard of $6.5M. This is a 100% small business set-aside. Award will be made on a Best Value basis and is subject to t he availability of funds. Offeror must demonstrate a work history and the experience required to meet the deliverables outlined in the SOW. Award will be made to the responsible individual who submits the best overall proposal with appropriate considerat ion given to all major factors: (a) Technical Capabilities, 40% (b) Resume/Past Performance, 30% (c) Price, 30%.
