Description
REQUEST FOR INFORMATION (RFI) The PEO EIS, Chief, Technology Office, (PEO EIS CTO) Fort Belvoir, VA is seeking information from industry to identify possible locations for the U.S. Armys next Continental United States (CONUS) Area Processing Center(s) (APC). The Army is in the process of consolidating external network interface points, enterprise applications and servers into Army Area Processing Centers (APC) with the objective of improving network security management and obtaining operational efficiencies Se rvice wide. The first two APCs are being built at Defense Information Systems Agency (DISA) Defense Enterprise Computing Centers (DECCs) and will begin operation in the later half of CY07. The APC capabilities include an improved Army network security pe rimeter, server and application hosting, electronic mail, storage management, and Network Operations (NETOPS). The Army anticipates the need to build additional APCs and intends to revisit its site selection process, revalidate and perhaps broaden the list of future APC locations. Therefore, the Army is seeking information from industry and other Government organ izations on existing and available data centers that could serve as future APC(s). The Army desires information on the capabilities and services (especially application migration support, email, data storage, and application hosting) that commercial indus try or other Government agencies provide as part of their portfolio of service offerings. The Army is also interested in exploring the types, parameters, and costs models (including service guarantees) of service level agreements offered by the provider. The Army will use this information to assess the capabilities and economic feasibility of potential future APC sites. Some (but not all) of the salient characteristics that will be considered in the analysis are: available bandwidth into facility; dual-ho med connectivity with path diversity of the network connection; 40 ft x 40 ft of available raised floor space; hot cutover or service-level-agreement (SLA) based power and cooling capability; location outside of natural disaster prone areas; ability to mee t DOD force and facility protection condition requirements. The Army urges responders to provide additional discriminators that it should consider. APC constraints are: Continental United States (CONUS) only; Unclassified processing (NIPRNET) is primary focus; Classified processing (SIPRNET) expandability may be included as a secondary assessment parameter; Ability to host applications for both Army h ome based and deployed forces. This RFI is solely for information and planning purposes and does not constitute a solicitation. The Army will properly handle all information received in response to this RFI that is marked Proprietary. The Army will not return responses to the RFI. Re sponses to this notice are not offers and the Government will not accept them to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI.
