Description
The National Institute of Standards and Technology (NIST), intends to negotiate on a sole source basis with Synopsys, Inc. 700 E Middlefield Rd., Mountain View, CA 940434024. under the authority of FAR 13.106-1(b)(1), soliciting from a single source to purchase Technology Computer Aided Design (TCAD) device simulation software. TCAD simulators are primarily designed for simulation of low voltage micro-electronic devices made using the silicon material. The capabilities of different TCAD simulators vary widely for high voltage semiconductors devices. The nature of the NIST work involves simulation of future deices and materials that have not yet been considered by commercial TCAD vendors. It is widely acknowledged within the field that it has not been possible to achieve convergence of SiC bipolar power device simulations without artificially increasing the equilibrium concentration of free carrier. However, it has been recently demonstrated (Hillkirk et. al, SISPAD 2007) that by using specific numerical features of Taurus-Medici it is possible to achieve convergence of electro-thermal, transient, mixed-mode simulations of complex SiC bipolar power devices without artificially increasing the initial equilibrium carrier concentration by either optical nor thermal means. To NIST?s knowledge only Synopsys Inc. has demonstrated, in a publication, convergence of SiC bipolar power device transient simulations without artificially increasing the initial equilibrium free carrier concentration by thermal or optical carrier generation. Synopsys Inc. offers two TCAD device simulation products for wide-bandgap bipolar device simulation, Taurus-Medici and Sentaurus Device. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
