Description
This is a request for information only. The Air Force District of Washington is issuing this sources sought synopsis to determine the availability of Federal contractors to provide project management, transition/sustainment training, and information technology application support for AHLTA and interfacing enterprise clinical applications in support of the Air Force Office of the Surgeon General, Air Force Medical Services Agency. This notice, which is for information and planning purposes only, allows industry the opportunity to express their interest and ability to supply the services described herein. Interested parties are invited to submit a maximum 10 (tan) page capability statement via electronic transmission (i.e. e-mail) to: Dianne M. White, Contractor at dianne.white.ctr@bolling.af.mil, and Capt Gretchen Clohessy at Gretchen.clohessy@bolling.af.mil no later than 2:00pm EDT on May 17, 2007.When responding to this Sources Sought Synopsis, include company name, address, e-mail, telephone number, business size and associated North American Industrial Classification System (NAICS) code, GSA contract info (if appropriate), and a brief capability statement. Marketing information/brochures will not be accepted. This request for information (RFI) is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. This is not a request for proposals. Respondents will not be notified of the results of any government assessments. No awards will be issued as a result of this RFI. However, the information received through this RFI may be utilized to assist in formulating an implementation strategy for support of the AHLTA program. A part of that strategy may include competitive procurements. Companies are encouraged to respond if they have the skills/abilities to provide for support services for (1) Project Management, (2) Transition/Sustainment Training (clinical user training, clinical and business integration, change management and business process re-engineering) and (3) Information Technology (IT) Support Services (help desk, trouble ticket entry and tracking, system functionality checks) in support of AHLTA at Air Force Medical Treatment Facilities (AF MTFs) worldwide?. The Contractor shall assign a Program Manager who will be responsible for the actions necessary to ensure efficient contract management, fulfillment of deliverables, management of each phase of the work, to include implementation and operations. These actions include control over personnel utilization and hours expended, authorization for travel and material expenditures, if applicable, and performance of the tasks identified in the performance work statement. The Contractor shall assign AHLTA Trainers to provide on-site Information Technology Support Services for AHLTA including: help desk, trouble ticket entry and tracking, and system functionality checks in support of clinical users of the application. The Contractor shall assign AHLTA Trainers to provide on-site Transition/Sustainment Training for clinical users. Training activities include guidance regarding change management and the incorporation of AHLTA in clinic and business process re-engineering. The contractor will be required to perform in a variety of CONUS and OCONUS sites including, but not limited to, the UK, Turkey, Italy, Japan, and the Azores. The Government does not intend to made an award on the basis of this sources sought synopsis or otherwise pay for the information solicited herein.
