Description
NASA Goddard Space Flight Center (GSFC) intends to award a sole-source extenstion to Ricoh Americas Corporation (Ricoh) pursuant to 10 U.S.C. 2304(c)(1), Only One Responsible Source, in support of the Technical Information and Management Services Branch. This procurement is to extend the current delivery orders under Contract NAS5-01125 from August 1, 2007 through September 30, 2007 to allow for the completion of the phase-in transition period. The NASA Shared Services Center (NSSC) awarded the follow-on contract, an agency-wide multifunctional device (MFD) services contract, to Xerox Corporation effective May 1, 2007 with a 150-day phase in period from the date of award. This extension will allow for the continuity of services as well as the successful completion of the phase-in and phase-out period of the successor and incumbent contractor, respectively. Ricoh has provided six years of digital copier services for the Agency. The expertise and in-depth knowledge acquired by Ricoh over the course of the past six years has been extensive and the services have been tailored to satisfy the requirements of the contract. Ricoh provides on-site service support, including four-hour response time for service, an electronic database and reports, temporary/short-term support, supplies and accessories, including toner, repairs, training, maintenance, moves and meter readings. The total number of copiers, which are owned by Ricoh, under all of the delivery orders throughout the agency is 2,376. During the transition period, Ricoh is resposible for coordinating their phase-out plan with Xerox's phase-in plan, which includes such actions as the hard drive sanitization of the copiers in coordination with NASA IT Security at each of the copier site locations. No other contractor has access to these copiers for the purposes of Information Technology sanitization to meet our needs. The tight coordination between Ricoh, Xerox and the Government is critical in an effort to avoid an interruption in service across the Agency. Due to the necessary phase-in period, Ricoh is considered the only contractor capable of meeting NASA/GSFC's needs given the magnitude of the effort and the short period of performance of the extension. The Government intends to acquire a commercial item using FAR Part 12. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
