Description
This notice is issued by the NASA Goddard Space Flight Center (GSFC) to post an update to the synopsis entitled Space Communications Networks Services (SCNS) [Near Earth Networks Services (NENS) Follow-on] which was posted on March 9, 2007. This preliminary information is being made available for planning purposes only. It does not constitute a Request for Proposal, Invitation for Bid, or Request for Quotation, and it is not to be construed as a commitment by the Government to enter into a contract. Detailed requirements for the acquisition and specifics of the acquisition strategy are not finalized. The Government received 16 responses from industry, and used those recommendations as part of the process to move toward a finalized procurement scope. INCLUSIONS of the current DRAFT of the Space Communications Networks Services RFP SOW: ? Operation and Maintenance of the Space Network (SN) systems and facilities including: GRGT, WSC, SGST, SN Services Management, SN Supporting Services, SN Logistics, SN Sustaining Engineering, SN IT Security, and SN Computing, Networking, & Telecommunications. ? Operation and Maintenance of the Ground Network (GN) systems and facilities including: MGS, MILA/PDL, WGS, ASF, GN management, GN supporting services, GN logistics, GN orbital communications and data services, GN integration, GN sustaining engineering, and software and hardware maintenance. ? Acquisition of global ground based Tracking, Telemetry, & Command (TT&C) services ? Operation and Maintenance of the Satellite Laser Ranging Network systems and facilities ? Operation and Maintenance of the Very Long Baseline Interferometry Network systems and facilities. ? Operation and Maintenance of the Electronic Systems Test Laboratory systems and facilities ? Operations Support Services including: NISN interfaces, mission unique equipment, facility services at MILA/PDL, and alternate WAN services between NASA and commercial and foreign ground stations. ? Sustaining Engineering services ? Development Engineering services in support of: design and development of hardware and software systems, implementation, integration, test, and transfer into operations of hardware and software systems for network services, missions and projects, modification and enhancement systems, design and development of advanced technology concepts. ? Limited Systems Engineering services including: engineering studies, requirements development, testing, simulations & integration, facilities engineering, and project management. ? Program and Business Management services including: IT security, program management, property management, safety and health management, quality assurance, configuration management and control, property management, business/financial management, subcontract management, procurement, etc. EXCLUSIONS of the SCNS procurement scope (compared to the existing NENS contract) are: ? Research Range Services ? Physical Security ? Various elements of Systems Engineering (Spectrum Management and Engineering, Network Analysis, and Architecture Trade Studies) NASA has determined that the GSFC Systems Engineering Services not listed in the INCLUSIONS above and as described in the SCNS Synopsis and Request for Information (RFI) dated March 9, 2007, will be accomplished via existing Government contracts. Updated SCNS Procurement Development Schedule: 3/9/07 RFI Released (complete) 9/11/07 GSFC Site Visit Complete 9/18/07 MILA Site Visit Complete 9/25/07 WSC Site Visit Complete 10/17/07 DRAFT RFP Released 10/24/07 Pre-Solicitation Conference 10/31/07 DRAFT RFP Comments Received from Industry 11/19/07 FINAL RFP ISSUED 12/19/07 Past Performance Volume Due 1/8/08 Offers Received (Technical, Cost & Program Management Volumes Due) 7/1/08 AWARD - Review, Approval, and signature of Final Contract 7/9/08 Start Phase-In 10/8/08 Phase-In complete This notice constitutes all additional information concerning the Space Communications Networks Services (NENS Follow-on) procurement that will be furnished at this time.
