- This notice is a combined synopsis/solicitation for non-commercial items prepared in accordance with the FAR Subpart, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Proposal (RFP) for a Machining Study of P/M Superalloys in support of Subsonic Rotary Wing Program in accordance with the attached Solicitation and Statement of Work (SOW). The provisions and clauses in the RFP are those in effect through FAC 05-17. The NAICS Code and the small business size standard for this procurement are 541710 and 1,000 employees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA GRC is required as referenced in the attached SOW. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-9. Offers for the items(s) described above are due by 5:00 pm EST Friday, August 24th, 2007 to NASA Glenn Research Center; Attn: Daniel Rodriguez MS:500-305; 21000 Brookpark Road; Cleveland, OH 44135 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. E-mailed proposals will not be accepted. Offerors shall provide all information as specified in the attached Solicitation. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. Applicable FAR Clauses are provided in the attached Solicitation. The Government reserves the right to add/delete/edit clauses for the award document, as necessary, in response to the Selected Offeror's proposal. The FAR may be obtained via the Internet at URL: http://www.acquisition.gov/far/index.html The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm All contractual and technical questions must be in writing (via e-mail) to Daniel Rodriguez at Daniel.Rodriguez-1@nasa.gov and Karin Huth at Karin.E.Huth@nasa.gov not later than 5:00 pm EST Friday, August 10th, 2007. Telephone questions will not be accepted. Selection and award will be in accordance with FAR 52.212-2 with the evaluation factors listed in the attached Solicitation. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Offerors must include completed copies of Offeror Representations and Certifications as referenced in the attached Solicitation. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B". Prospective offerors are encouraged to notify this office of their intent to submit an offer.
