- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. W31P4Q-07-P-0579 is being issued as a request for quote; however, the US Army Aviation and Missile Command intends to issue a sole source contract to, Pyrotechnic Specialt ies, Inc., for Boron Potassium Nitrate pyrotechnic material. Pyrotechnic Specialties, Inc. is the only known U.S. manufacturer of Boron Potassium Nitrate pyrotechnic material that conforms to required specifications. The solicitation document and incorpor ated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-09. CLIN 0001 will be issued for five lbs. each: Type IA (MIL-P-46994B); CLIN 0002 will be issued for three lbs. each: IIB (MIL-P-46994B); CLIN 0003 will be issu ed for three lbs. each: Type IIC (MIL-P-46994B); CLIN 0004 will be issued for two lbs. each: Type IID (MIL-P-46994B); CLIN 0005 will be issued for three lbs. each: Granules (30/80), Type VII (MIL-P-46994B); CLIN 0006 will be issued for two lbs. each: Granu les (60/100), Type IX, Class 2 (MIL-P-46994B). The place of delivery, acceptance, and FOB point is Transportation Officer, Explosives Storage Division, Bldg. 8700, Redstone Arsenal, AL 35898, Attn: Mark Kirkham. All responsible sources may submit an offer , which shall be considered by the Agency, if received by 26 July 2007, noon (CST). Any award resulting from this RFQ will be issued on DD Form 1155 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Federal Ac quisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Provision 52.212-1, Instructions to Offerors - Commercial; Clause 52.212-3, Offeror Representations and Certifications - Commercial Items; Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, are applicable to this acquisition. Offer is due not later than 12:00 noon, (CST), 27 July 2 007, in the contracting office, Building 5400, Room B139, Redstone Arsenal, Alabama, 35898-5250.
