Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-07-Q-0029 is being issued as a request for quote; however, the US Army Aviation and Missile Command intends to issue a sole source contract for engineering serv ices for the development of a composite case pressure relief system from Ensign-Bickford Aerospace and Defense. This contractor will develop a case venting device/pressure relief system for application to the Ground Based Interceptor (GBI) in its transpor tation configuration. The case venting system is required to meet the Fast Cookoff (FCO) Insensitive Munitions (IM) requirement. The Composite Pressure Relief System (CCRS) shall be utilized on first and second stage rocket motors. The contractor shall perform the following activities supporting the development of a CCPRS design for the GBI: (1) Generate system model/block diagram including generate trade space, technology evaluation, sense elements (thermal), arm/disarm function, relief system; (2) Eval uate and rank trade candidates with respect to requirements including performance, complexity, effect on system packaging, maturity, development risk, and cost; (3) Downselect elements for demonstration; (4) Generate concepts from downselected elements inc luding first order solid model; (5) Evaluate cutting performance against target materials including margin conditions, hydrocode analysis (if necessary), access effects on curvature, boundaries, discontinuities, and multiple materials, evaluate variability of penetration to ensure required no cut safety margins no impact to propellant; (6) Subscale investigation testing including characterizing thermal sense materials under simulated heating rates, penetration testing (standoff, curvature), mechanism and el ectronic feasibility testing (as identified); (7) Fabricate functional prototype for government functional subscale testing. The government will provide the contractor with composite coupons (flat or curved) and subscale composite case sections to support charge selection/sizing and standoff distance. CLIN 0001 will be for the above services. Shipping costs for delivery shall be included in the quote as FOB destination for Redstone Arsenal, AL. All responsible sources may submit an offer, which shall be considered by the Agency, if received by 2 August 2007, noon (CST). Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acqui sition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. The Government intends to acquire a commercial item using FAR Part 12. The solicitation/ resulting contract include the following provisions/clauses: Provision 52.212-1 , Instructions to Offerors - Commercial; Clause 52.212-3, Offeror Representations and Certifications - Commercial Items; Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and Clause 52.212-5, Contract Terms and Conditions Required to Imple ment Statutes or Executive Orders - Commercial Items, are applicable to this acquisition. Offer is due not later than 12:00 noon, (CST), 2 August 2007, in the contracting office, Building 5400, Room B148, Redstone Arsenal, Alabama, 35898-5250. Interested o rganizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. local time on 2 August 2007. Such capabilities/qualifications will be evaluated solely for the purp ose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be consi dered by the agency.
