Description
The Army Contracting Agency, Contracting Center of Excellence (CCE), on behalf of the Army Office of the Chief of Public Affairs, intends to procure services to build and maintain an infrastructure to secure a fully modernized Army continuing Strateg ic Communication System. The Contractor must be able to conceptually develop and implement communication strategies, processes and products that are critical to this effort which shall include: - Management and technical expertise needed to provide operational, development, coordination, integration, synchronization, program management, prototype development and fabrication and execution. - IT operations and management, business consulting, process engineering, marketing/ communications, and change management as it relates to Communication Research, Communication Planning, Communication Execution and Outreach, and Communication Evaluation and Assessment which are the four significant roles within Army Strategic Communication in order to continue providing integration and support. The Contractor should understand the Army communication challenges involve numerous diverse audiences. The ability to clearly and effectively communicate to key audiences the purpose o f the Army, the challenges presented, and ongoing efforts are essential to obtaining necessary resources now and in the future. The primary objective of this Army STRATCOM Contract is to accurately articulate the Armys message through: - Communication Research: Conduct strategic communication research in support of Army strategic communication objectives. - Communication Planning: Conduct, develop, perform comprehensive planning to execute strategic operations communication plans and support the communication planning component of all Army strategic planning venues/products such as the Army Posture Stateme nt Executive and Army Game Plan. Support the planning of strategic-level outreach engagements, events, and development of strategic partnerships and exhibits. - Communication Execution and Outreach: Provide services to execute strategic communication campaign plans, assessment data gathering, strategic crisis communication, outreach activities, and exhibits, events and conferences. - Communication Evaluation and Assessment: Provide strategic and tactical-level communication program evaluation services to support the assessment of the effects achieved by internal and external Army communications campaign programs. This capability i ncludes strategic and tactical level media analysis to support senior decision makers, communication planners and OCPA Media Relations Division. - Communication Products: Produce communication and media products supporting the execution of communication campaign plans. Capabilities include, but not limited to, concepts , story boards, and writing; various print media development and distributi on; website development and maintenance; and media, video and exhibit development/ construction; creation, deployment, disassemble, and storage of exhibits. Scope: This project requires on-site support to the Chief of Public Affairs to provide integration and support, management and technical expertise, coordination, synchronization, program management, prototype development and fabrication and execution as i t relates to Strategic Communication Research, Planning, Execution and Outreach, Evaluation and Assessment. An Indefinite Delivery Indefinite Quantity (IDIQ) type contract is anticipated with firm fixed priced (FFP) and minimal time and material (T&M) delivery orders. The period of performance will be a 12 month base period with four option years. The place of performance will be in the National Capital Region (NCR). Contractor personnel will require a current secret clearance. This requirement is under full and open competition procedures.
