- This is a solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a requirements package is attached. The reference number for this acquisition is FA8901-07-R-0004. The North American Industry Classification System (NAICS) code is 518210 and the (SB) size standard is $23.0M. The following clauses and provisions are incorporated by reference and are to remain in full force in any resultant contract or as deemed necessary by the cognizant contracting officer; FAR 52.212-1, Instructions to Offerors, Commercial Item (Sep 2006) applies to this acquisition. Offerors must be registered in the Online Representations and Certifications system at http://orca.bpn.gov and provide a completed DFARS 252.225-7001, Buy American Act-Balance of Payment Program Certificate (Jun 2005) with the quote as applicable. Clauses and provisions may be accessed via the Internet, http://farsite.hill.af.mil. All responsible business offerors will be considered by the agency. This commercial acquisition is for purchase of a Document Management System and on-site maintenance to facilitate digital imaging of records at the UASFSAM. A Vendor Demonstration along with a signed agreement will be required as part of the overall solicitation. Only those vendors who successfully pass Parts 1 & 2 of the technical evaluation and has relevant and sufficient past performance responses from customers and within the competitive range will be required to perform mandatory vendor demonstrations on Brooks City-Base with a date and time to be decided. Due to the nature of this acquisition the Government intends to award a Performance Price Trade-off Best Value contract. The type of contract anticipated is firm-fixed price. The majority of services will be provided at USAFSAM, at buildings 100 and 110 on Brooks City-Base, TX 78235, FOB destination. This procurement is to be processed using FAR Part 13, Simplified Acquisition Procedures, and in conjunction with FAR Part 12, Acquisition of Commercial Items.
