- The Department of Veterans Affairs is seeking Architectural/Engineering Firms to submit Standard Form (SF) 330 to develop Construction Documents for the Replacement of Steam Heating and Window ACs in Bldg 1, Project #654-07-163ES, at the Department of Veterans Affairs Sierra Nevada Healthcare System Reno, Nevada, 89502. Responding firms must be within a 250 mile radius of Reno, NV. The A/E Scope of Work consists of the following tasks: Provide Construction Documents to replace the antiquated HVAC system in Building 1. Building 1 includes administrative, clinical, and kitchen functions. Building 1 includes six levels plus a basement and an equipment penthouse. Total square footage is approximately 130,000SF. Additionally there is asbestos present in pipe insulation, ceiling and floor tiles and in walls which will have to be addressed in the demolition. The construction project will be phased. AE shall prepare Schematic Design, Design Development Documents, prepare Construction Documents and prepare Bid Documents, including a construction cost estimate. AE shall also provide Construction Period Services. AE is required to have, as a minimum, the following licensed/registered specialty disciplines as members of the firm or team, with demonstrable expertise in their respective fields: Structural, Mechanical, Electrical, and Fire Safety Engineers, Cost Estimators and experience working in a Health Care Environment. No firms will be considered unless an application consisting of a completed SF-330 Parts I and II is received by the VA Contracting Officer. Five (5) copies of the SF 330 are required. SF-330, Part I may be accompanied by any other evidence of experience and capabilities the applicant considers relevant. A separate SF-330, Part II shall be submitted for each proposed consultant's office involved. Selection of firms for interviews and negotiations shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include; (1) past performance capabilities; (2) specialized experience and technical competence; (Health Care Design), (3) capacity to accomplish the work in the required time; (4) past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) geographical location and knowledge of the locality of the project, provided that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project; (6) any other special qualification required under this announcement by the contracting activity. Firms that meet the requirements described in this announcement are invited to submit SF 330s by close of business August, 20, 2007 to the Contracting Officer, Ms. Maggie Neidigh, Consolidated Contracting Activity (CCA/90) 1000 Locust Street, Reno, Nevada, 89502. It is the intent of the Contracting Officer to make a single firm-fixed price contract award under this solicitation (VA-261-07-RP-0139). This solicitation is issued under full and open competition with the only restriction being the locality identified above.
