- Description
- The Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis, a Purchase Order to Sujit K Ghosh of Raleigh, NC. The purpose of this procurement is to develop rigorous and appropriate advanced statistical methods for anomaly detection in space and time that will significantly improve the accuracy and reduce the uncertainty in inferences made from empirical space-time data collected by the CDC. To the Government's knowledge, no commercially available product exists that will simultaneously provide both spatio-temporal analysis and anomaly detection. Professor Ghosh has extensive experience in the development and application of spatio-temporal models and anomaly detection. By virtue, Professor Ghosh is uniquely qualified and capable of carrying out the requirement of this proposed purchase order. The anticipated award date is 01 September 2007. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide this requirement are encouraged to identify themselves and give written notification, as well as, a capability statement to the contracting office by 12:00 p.m. EST on 02 August 2007. A determination by the Government not to compete the proposed action based on responses to this notice is solely within its discretion. Information will be considered solely for the purpose of determining whether to conduct a competitive procurement.
