- “This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitation to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane.” This requirement is for MK 17 MOD 2, Inert Practice Blasting Cap in accordance with Automated Data List (ADL) 8215725 No Revision, Contract Data Requirements Lists (CDRLs) and associated drawings to be provided with the solicitation package. The Government requires a quantity of 80 each First Articles and 1,000 each (minimum) and 80,000 each (maximum) over a 5-year ordering period. The First Article quantity is due 150 days after contract award. The production Lot Acceptance Test units are due 150 days after First Article Test approval. The Government requires 45 days each for First Article and production lot acceptance testing. The first article units will not be delivered as part of the production quantity. Data deliverables are in accordance with Contract Data Requirements Lists, DD 1423’s. To be eligible for award contractors must be registered in the Central Contractor Registry (CCR). The solicitation document contains information that has been designated as “Mil! itarily Critical Technical Data”. Only businesses that have completed DD from 2345, and are certified under the Joint Certification Program, are authorized to receive the package. This acquisition will not be restricted. All sources will be considered. Initial inspection is at source with final inspection and acceptance at destination. Delivery is required F.O.B. destination. The Government intends to award to the responsible contractor whose offer is the best value to the Government considering past performance and price related factors. The solicitation will be available on or about 04 May 2007 at the following address: http://www.crane.navy.mil/acquisition/synopcom.htm. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made! after the closing date, only those offerors that provide a proposal w ill be provided any changes/amendments and considered for future discussions and/or award. “No hard copies of the solicitation will be mailed”.
