Description
The contractor shall provide nonpersonal service all personnel, equipment, tools, materials, vehicles, supervision, and all other items and services necessary to provide Basewide and Military Family Housing refuse collection and recycling services including the operation of the recycling center. All work shall be accomplished in accordance with the Performance Work Statement (PWS) and terms and conditions of the contract at Cannon air Force Base, New Mexico. This is a firm fixed price, requirement type contract with a performance period of 1 October 2007 through 30 September 2007 with four (4) one-year options. This procurement will be awarded under the Small Business Competitive Demonstration as Hubzone. The NAICS Industry code 56211, Solid Waste Collection, and is defined as a concern whose average annual receipts for the preceding three fiscal years did not exceed $11.5 million. Request for proposal will be tentatively issued on or about 15 May 2007 using Fed Biz Ops with Receipt of Proposal (closing date) on or about 18 June 2007. A pre-proposal conference/site visit is tentatively scheduled for 11 June 2007 at 10:00 am MST at the contracting office, Bldg 300, Room 135, Cannon Air Force Base, NM 88103. For evaluation purposes, Contractors submitting proposals are required to include not less than three (3) verifiable previous projects performed in the last two (2) years. Past performance information shall be used in evaluation for award and should include sizes of projects, points of contracts and locations. For purpose of award, offers will be evaluated based upon the following factors, listed in descending order of importance: (1) Past Performance and (2) Price. Past performance will be evaluated using the following criteria in equal order of importance: customer satisfaction, quality, timeliness, responsiveness, subcontracts and management. Price will be evaluated for realism, completeness and reasonableness. The past performance factors noted in this section will be considered more important than price. Offerors are cautioned that award may not be made to the Offeror submitting the lowest cost. Offerors are also advised that award may be made without discussions or any contact concerning the proposal received. Therefore proposals should be submitted in the most favorable terms from both evaluation factors.
