U. S. Nuclear Regulatory Commission (NRC) Office of Information Services (OIS) Statement of Work Change Management Training Requirement May 21, 2007 Section B. Supplies or Services and Price Costs B.1. In accordance with the requirements contained in this statement of work, the Contractor shall provide the Total Price and the Price for each Additional Trainee per seat for the specified training course listed below. Total price shall include all travel costs. There will be two courses offered as part of this training. They are as follows: (1) Course Name: Change Management Certification Program Number of Class Days for Course: (3) Three days Maximum Number of Trainees: (12) Twelve per class Number of Classes: (1) One Total Price for (1) One Class (includes course materials): Price per each additional trainee (includes course materials): (2) Course Name: Change Management Coaching Program for Managers and Supervisors Number of Class Days for Course: (1) One day Maximum Number of Trainees: (30) Thirty per class Number of Classes: (1) One Total Price for (1) One Class (includes course materials): Price per each additional trainee (includes course materials): Section C. Statement of Work C.1. Background The U. S. Nuclear Regulatory Commission (NRC) is an independent Federal agency established by the Energy Reorganization Act of 1974 to regulate civilian use of nuclear materials. NRC's primary mission is to protect the public health and safety, and the environment from the effects of radiation from nuclear reactors, materials, and waste facilities. NRC also regulates these nuclear materials and facilities to promote the common defense and security. The Office of Information Services (OIS) plans, directs, and oversees the NRC's information resources, including technology infrastructure and delivery of information management services, to meet the mission and goals of the agency. It provides principal advice to the NRC Chairman to ensure that information technology (IT) is acquired and information resources across the agency are managed in a manner consistent with Federal information resources management (IRM) laws and regulations. The office assists senior management in recognizing where information technology can add value while improving NRC operations and service delivery and directs the implementation of a sound and integrated IT architecture to achieve NRC's strategic and IRM goals. The office monitors and evaluates the performance of information technology and information management programs based on applicable performance measures and assesses the adequacy of IRM skills of the agency. To ensure that the implementation phases of OIS? varied programs and systems run smoothly, OIS Leadership is now focused on establishing and maintaining a productive change management program. Specifically, OIS is seeking to prepare managers who will lead employees confront change as well to build change management competency within the organization. This includes project managers and project team members. To facilitate this change management competency, OIS recognizes that there will have to be two separate courses carried out within the organization. The first course will be geared towards employees who are, or will be, responsible for managing change on a specific project or charged with building change management competency within their division. This three-day intensive ?certification? change management program will utilize an effective change management methodology, change management toolkit and change management pilot. By the end of the three-day program, graduates will be able to help lead the organization through moderate and significant change. The second course will be a one-day program geared towards managers and supervisors who are helping their employees transition through change. This course will use a recognized change management methodology which will set the foundation of knowledge for effective change management within an organization. It will serve as a solid introduction to the change management process. C.2. Objective The objective of this contract is to have a Contractor provide on-site training to a maximum of 42 NRC staff (12 in Class (1) as described in Section B.1. and 30 in Class (2) as described in Section B.1. Class attendees will include Office Directors, Deputy Office Directors, Division Directors, Deputy Division Directors, Branch Chiefs, Section Chiefs, Team Leaders, and OIS staff. C.3. Scope of Work The Contractor shall provide on-site training to a maximum of 42 OIS staff (per Section B.1.). This training shall fulfill the course objectives outlined in C.3.1 and address the issues outlined in C.3.2. The training shall be conducted at the NRC headquarters office in Rockville, Maryland or at the NRC=s Professional Development Center in Bethesda, Maryland. Nuclear Regulatory Commission 7201 Wisconsin Avenue, Suite 425 Bethesda, MD 20814 C.3.1 Course Objectives The objective for students participating in Class 1, Change Management Certification Program, is to gain understanding of, and certification in, a recognized change management methodology. By the end of the course, the students should have much more knowledge in how to lead their divisions, and to help lead OIS, through incremental and significant organizational change. The objective for students participating in Class 2, Coaching Program for Management and Supervisors, is to introduce managers and supervisors to the change management process, and, through use of extensive role playing, learn how to facilitate change on their project teams and how to deal with employee resistance to organizational change. C.3.2. Course Description This contract shall be for a commercial item, of which it is the NRC intent to buy off the shelf training and not design the course themselves. The two offered courses shall address the following issues: Class 1: This course will be focused around various topics, including the following: Theories of Change, Change Management Process, Preparing for Change, Managing Change and Resistance to It, and Dealing with Continuous Change. As stated above, the course shall use industry recognized, researched-based change management methodologies and models in order to guide students how to lead change within the organization. In order to prepare for the class, there will be pre-course work required. Specifically, students will be asked to summarize a project on which they are currently involved or an upcoming project on which they will serve in a leadership role. Students will use this ?case study? as a learning tool throughout the class. Class 2: The structure for this class will include many pairing and break-out groups. The group exercises shall be focused around various topics, such as the following: Understanding Change, Unique Challenges and Risks Project Teams Face, Best Practices in Change Management, Avoiding Common Mistakes, Recognizing and Dealing with Resistance to Change. The exercises shall be based on industry change management materials utilizing best practices research from throughout the country. The contractor shall also provide models and templates to ensure that change management concepts can be well integrated into everyday work situations, upon completion of the training. C.4. Specific Requirements C.4.1. The Contractor shall supply all personnel, training materials, and transportation required to perform the work described in this Delivery order. The Contractor shall conduct management and planning functions during the course of the effort such as planning and scheduling of course activities. C.4.2. Within seven (7) business days of receipt of the Delivery order, the Contractor shall contact the NRC Project Officer or a staff member designated by the Project Officer to discuss reserving a room at the NRC Training Center, registering at the NRC to hold the training, registering the Contractor (instructor) with the guards, secure a parking space for the Contractor (instructor) if one is available and registering the NRC trainees who will be taking the class. This may be achieved through a telephone conference call. C.4.3. The Contractor shall use their own training materials. The Contractor shall provide a workbook for each trainee consisting of copies of the presentation slides, reference materials and other pertinent documentation to assist the trainees in successfully completing the training course. C.4.4. The Contractor shall provide the necessary instructor(s) to conduct and oversee the training. The instructor shall have the requisite experience in: 1) teaching managers such as those stated in C.2, 2) discussing the course objectives stated in C.3.1 and, 3) addressing the issues stated in C.3.2. C.4.5. The target audience is NRC OIS managers to include Office Director, Deputy Office Director, Division Directors, Deputy Division Directors, Branch Chiefs, Section Chiefs and Team Leaders employees. Attendance (maximum number of trainees) for both of the class is outlined in Section B.1. C.4.6. The Contractor shall, at the time of the class, aid in the registration of trainees and support the use of audiovisual equipment. At the successful completion of the course, the Contractor shall provide the trainee with a signed Certificate of Training. C.4.7. All material and information gathered and developed in the performance of the tasks listed in the contract shall be the property of the U.S. Government. C.4.8. The Contractor shall conduct classroom training during business hours occurring Monday through Friday from 8:00 a.m. B 4:00 p.m. excluding Federal holidays. C.5. Type of Contract and Period of Performance This is a firm-fixed-price contract with a period of performance of nine months from the date of contract award. C.6. Contractor Personnel In the event of temporary absences such as, but not limited to, Contractor personnel=s time off, illness, and vacation leave, the Contractor shall immediately provide, as interim coverage, a qualified substitute Contractor employee for the period of time during the Contractor employee=s absence. NRC is a secure facility; therefore, the Contractor must be escorted by a NRC employee at all times and wear a temporary visitor badge when in the NRC facilities. The temporary visitor badge shall be returned to the NRC guard station at the end of the training session for that day. C.7. Contractor Responsibilities The services performed under this Delivery order by the Contractor, Contractor=s personnel, consultants, or subcontractors are provided by the Contractor as an independent Contractor in performing the requirements. The Contractor is responsible for the management, supervision, benefits, employment, termination, oversight, and decision on assignment of the Contractor=s personnel. The Contractor is responsible for its personnel=s proper conduct and performance under this Delivery order. C.8. Government Furnished Equipment, Facilities, and Services The NRC will provide or make available to the Contractor at the site of training in Rockville or Bethesda, Maryland, with Government furnished classroom space, white board, work desk, office supplies, and information technology (IT) equipment (computer, monitor, keyboard), IT services and IT access (e.g., Internet) necessary to provide the required services. The Contractor is responsible for providing personnel with existing knowledge and significant experience in using office information technology equipment. The Contractor is responsible for the Contractor employee=s appropriate use of Government furnished equipment, services, and access. The Contractor and the Contractor=s personnel are prohibited from misuse, abuse, and from using the Government furnished equipment, services, or access for personal use. C.9.
