Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation N00189-07-Q-PS15 is issued as a Request for Quote. Install 240 ft. (120 ft. x2) rail and 2 carts in Bldg 286 on the Portsmouth Naval Shipyard, Kittery, ME 03904. Delivery and installation to be complete by September 24, 2007. The work includes providing all labor, material, equipment, transportation and supervision required for the installation of cart rails 10 ft. wide over an existing concrete slab and the fabrication and installation of 2 each 12 ft. wide by 25ft. long rail blast carts. The carts shall carry 45 tons each. The rails shall be engineered and constructed to carry the combined load of the carts and the weight to be carried by the carts. Cart and Rail Specs: Two (2) work carts shall be provided for use at PNS building 286 for blasting of shipyard products and equipment. Each work cart shall be of welded construction and fabricated of structural steel shapes to support 90,000 lbs. Each work cart shall be 12 ft. wide x 25 ft. long x approximately 2 ft.-6 inches high and operate on a 10 ft. track gauge. A minimum of four (4) axles with individual wheels to be cast steel, single flange railway type shall be provided. The axles shall be supported by antifriction bearings suitably protected from abrasive blasting. The work cart shall be propelled in and out of the blastroom by a self propelled pneumatic motor/gear box and 100 ft. of compressed air hose. Quick disconnects shall be provided for easy connection of plant supplied compressed air to the pneumatic motor. The work cart shall be capable of moving in and out (either direction) at 20-25 feet per minute at the 90,000 lbs load capacity. Exhaust air from the pneumati c motor shall be silenced to OSHA regulations while in operation. Work cart pneumatic controls shall be mounted conveniently on the side of the cart. Work cart rails to be of sufficient size to support work pieces upwards to 90,000 lbs and work cart weight. The rails shall extend outside the blastroom 55 feet and inside the blastroom 65 feet. Track safety stops shall be provided at either end of the rails. The rails are to be attached to the concrete above grade. The concrete is designed to handle the 90,000 lb load plus the weight of the work cart. Work cart top shall be fabricated of 1/4 inch steel perforated plate with 1 inch diameter holes on 4 inch centers and shall include 1/4 inch thick rubber cover with matching holes. Quotes are due no later than July 30, 2007 at 3:00 PM Local time. Quotes will be evaluated on price and past performance. Award shall be made to the responsive, responsible offeror quoting the lowest overall evaluated price.
